SALARY RANGE: $53925.00 - $84,258.00/annually (Salary grade 106)

What you will do: This position is primarily responsible for supervision of juvenile community service and work re-pay crews. It includes transportation of youth to and from work sites. Other duties may include back up for GPS hookup and removal, collection of juvenile fingerprints, urinalysis and DNA collection, as well as some surveillance and support provided to youth participating in juvenile treatment court. Administrative duties will be assigned to Assistant Probation Officers by their supervisor.

The current vacancy is located the Northern Service Center in West St. Paul, MN. Work hours are Tuesday - Saturday and include some evening hours.

Minimum Qualifications

  • Bachelor's degree

OR

  • Two years of full-time related post-secondary coursework AND two years of related paraprofessional experience in a human services agency or skilled trade OR

OR

  • An equivalent combination of education and experience to equal 4 years

Required license(s):

  • Valid driver's license required
  • First Aid/CPR certificate within 6 months of hire; training will be provided.

The law and/or County policy will disqualify applicants with a particular criminal history background from employment in this position.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.2. Manage fingerprinting for all youth on probation as directed by court order.3. Do GPS hook ups and removals at youths’ homes or other community locations.

  • Working with a Program Coordinator, assist with recruiting, scheduling, and maintaining community sites for youth on probation.
  • Conduct intake and assessment of youths’ fit for site placement.
  • Schedule community experiential and work crews. This staff person contacts youth/families to set up and troubleshoot transportation and other arrangements. This staff person will use a County vehicle to transport youth.
  • Supervise youth at on-site community experiential and work crew settings. Use evidence-based practices such as motivational interviewing to manage youths’ behaviors, and to help restructure their thinking. Establish and maintain contact with youths’ probation officers to assure coordinated interventions.
  • Schedule youth to be fingerprinted at one of the County locations. Assist the youth/family with transportation if needed.
  • Complete fingerprinting process.
  • Collect UAs and DNA samples from youth in County buildings, youths’ homes or other

community locations.

  • Make collateral contacts involved in the youths’ programming as necessary.
  • Manage/maintain records as well as other administrative duties.
  • Respond to youth/family questions, concerns, and emergencies.

  • Ability to work flexible schedules including early evenings and Saturdays.
  • Knowledge of MN and juvenile correction/law enforcement statutes.
  • Knowledge of DHS rules/Correctional Reporting Statues.
  • Knowledge of data privacy practices.
  • Knowledge of and ability to implement investigative techniques.
  • Knowledge of proper urinalysis testing and DNA collection procedures.
  • Knowledge of evidence-based principles and practices.
  • Knowledge and understanding of Inclusion, Diversity and Equity including dismantling institutional and personal biases.
  • Knowledge of culturally appropriate community resources and other programs available to clients such as chemical dependency programs, gambling treatment, mental health treatment, trauma resources, education programs, money management courses, individual counseling, and cognitive skills groups.

  • Knowledge of and the ability to operate several complex computer systems such as CSTS, OnBase, CJIIN and Microsoft Office. Ability to resolve problems related to these computer systems.
  • Ability to work under stress and use discretion in making decisions.
  • Ability to advise people in crisis situations and make decision leading to crisis resolution.
  • Ability to prioritize work according to youth/family and agency need.
  • Ability to assess a youth's/family’s social, economic, and health needs: chemical, mental, and physical with consideration of their identity.
  • Ability to utilize motivational interviewing, victim empathy skills and other evidence-based practices.

Work Environment: Work is performed in County office buildings and offsite locations. Much of the work will occur in the late afternoon/early evenings and Saturdays. The position has a lifting requirement of up to 20 pounds on an occasional basis and 10 pounds on a frequent basis. Because it requires gathering UA and DNA samples, this position can be exposed to hazardous materials such as chemicals, blood, and other body fluids Under those circumstances, the person is supplied with and is expected to wear personal protective equipment. Types of equipment used include computer, telephone, copy machines, 2-way radios, and audio and visual equipment. Pursuant to Dakota County Policy and Procedures Manual Section 3240 (13), this position is designated as Safety Sensitive.
