Title: Junior Recruiter

Reports to: Director of Human Resources

Department: Human Resources

Location: 5350 Machado Road, Culver City, CA 90230

FLSA Status: Non-Exempt

Compensation: $26 - $28 per hour

Program Hours: Monday – Friday, 8:00 am to 4:30 pm

Supervisory Responsibility: None

Position Summary

Perform a variety of duties related to full cycle recruitment, retention, and compensation. Source qualified candidates for open recruitments using job boards, conducting internet research, attending job fairs and other relevant sources. Utilize ATS for processing all candidates. Perform a variety of time-sensitive, skilled administrative and clerical duties directly related to human resources Records Management.

Essential Duties And Responsibilities

  • Serve as the liaison and service point for hiring managers during the talent acquisition life cycle.
  • Guide and collaborate with hiring managers in updating existing, or the creation of new job descriptions, the development of job offers; based on verified experience, education and competencies for the position, as well as providing recommendations for wages, based on ECF’s salary/wage matrix and market surveys.
  • Manage the scheduling and conducting of phone screenings and in person interviews when applicable; with questions sourced by position requirements and the job description, while also rating candidates and providing guidance to the hiring manager; and when approved, producing and extending an offer letter, and scheduling the applicant for the new hire orientation.
  • Responsible for maintaining and updating recruitment/applicant tracking portal, including updated requisitions, and the timeliness of applicant status, etc. and track all internal transfers following the internal transfer process.
  • Ensure the scheduling of pre-employment meetings with final candidates, and explain the hiring process and provide documents or obtain signatures, including the processing of requests for prescribed background checks, DOJ clearance, TB testing etc.
  • Process Staffing Requisitions to open recruitments and Personnel Action Requests (PARs) for transfers, changes, and terminations. Complete the e-forms and route for signatures. Ensure all paperwork related to the personnel action is submitted to the appropriate department(s) in a timely manner. Conduct follow up as needed.
  • Assist with various projects including Open Enrollment, annual trainings, mailings, and special projects. Provide back-up for New Employee Orientation as needed. Create badges for new employees and replace badges as needed.
  • Audits as required, related to data entry, employee files, tracking systems, etc.
  • Provide back-up to receptionist covering the front desk as needed.

Other Duties

  • Comply with ECF’s Injury and Illness Prevention Program. Ensure safe use and operation of tools and/or equipment.
  • Comply with ECF policies and procedures, including mandated reporting requirements.
  • Observe regular, on-site work hours.

Qualifications

Education/Licenses/Certifications: A bachelors’ degree in a related subject.

Experience: Two (2) years’ experience in full-cycle recruiting including writing and placing ads, interviewing techniques, salary negotiation, and on-boarding. Experience using an applicant tracking systems and on-line recruitment.

Knowledge/Abilities/Skills:

  • Exposure to Labor Law and employment equity regulations.
  • Skilled in sourcing qualified candidates using traditional and non-traditional means.
  • Excellent writing skills to assist with job descriptions and reports.
  • Skilled communicator with the ability to engage others and build relationships.
  • Comfortable using technology and familiarity with applicant tracking software.
  • Highly organized with the ability to manage multiple projects simultaneously while being flexible as needs change.
  • Ability to drive your own car to trainings and job fairs.
  • Strong decision-making and problem-solving skills.
  • Meticulous attention to detail.

Requirements

  • Valid California driver’s license, reliable transportation, evidence of car insurance, and insurable driving record.
  • Pass a DOJ background investigation.
  • Provide evidence of a negative TB test initially and every three years thereafter.

Work Environment

Work site is located in a building shared with a school for students (grades K–12) who have varying degrees of learning, behavioral, emotional, and developmental disabilities. Employee may encounter students who are in crisis, exhibiting emotional/psychological distress, or behaving in an aggressive manner. Environment may include frequent interruptions, loud noise, odors, varying indoor temperature, and drafts.
