The Technology Services Department (TS) of the City and County of Denver use state-of-the-art technologies and methodologies to deliver and improve the systems, applications, and operations to our customers. Technology Services supports the people, agencies, and ideas that make the City and County of Denver a world-class city. What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $138,841.00 - $236,030.00/year, based on education and experience. We also offer generous benefits for full-time employees which includes but is not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

What You’ll Do

As the IT Director of Application Management, you will lead several teams comprising of approximately 40 IT professionals and oversee a portfolio of interconnected applications. In this role you, will report directly to the Chief Applications Officer. The work you do and oversee will have direct impact on all employees and the citizens of Denver. To be successful in this role, you must have proven leadership experience with strong business and political acumen and be able to work collaboratively with other Directors on strategic agency initiatives. We are looking for a forward-thinking leader who will move the department toward the future while overseeing the daily functional work that may include Application Service Management, Application and Database Administration, and/or ServiceNow Platform teams.

Responsibilities

  • Lead a team of highly skilled technology professionals by creating a culture of empowerment, accountability and transparent communication. Ensure department objectives, goals, initiatives and changes are clearly communicated.
  • Spearhead the development and implementation of process and operational improvements.
  • Work collaboratively with vendors, elected officials, peers and your team to plan and develop technology application solutions and resolve escalated issues.
  • Define and establish key metrics, performance indicators and service level objectives to create standards and drive performance for the Application Service team in order to provide continuous improvement of IT service delivery and data driven decision-making.
  • Develop and monitor the budget for the Application Service team, oversee financial well-being by analyzing cost effectiveness and direct cost control activities.
  • Sponsor technology deployment across the City, ensuring business objectives and end-user benefits are met.
  • Ensure effective processes are in place for a successful transition to operational service for all on-boarded applications and that the application portfolio and associated systems are kept current and accurate.
  • Work with Business and Technology stakeholders to ensure all release artifacts including Business and Systems requirements, High-level and Low-level designs, unit tests, test cases and executions results, and production implementation plans are created and maintained.


About You

What You’ll Bring

We are looking for someone with experience in leading and empowering highly skilled technical teams by acting as both a coach and an effective advocate. We are also looking for a partner who wants to join Technology Services and work with other Directors and leaders to support our City. You should have proven skills in leading and managing a large group of professional and technical staff to success on multiple projects with multiple deadlines.

Our Ideal Candidate has:

  • A passion for building high-functioning, innovative, and collaborative teams.
  • Skilled at leading multiple, cross-functional teams or projects, and influencing senior-level management and key stakeholders.
  • 5+ years of progressive management/supervisory level experience in application development or management, product management, and/or governance.
  • Experience managing multi-million dollar budgets.
  • Understanding of ITIL and ITSM practices
  • Experience leveraging Generative AI (GenAI) technologies to enhance IT operations and decision-making.


Minimum Qualifications

  • Education requirement: Bachelor's Degree in Computer Science, Mathematics, Business, or a related field.
  • Experience Requirement: Five (5) years of experience managing information technology teams or projects at the type and level of the IT Manager.
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period.
