Fire Lieutenant - Fire Prevention

Essential Functions And Responsibilities

Conducts fire inspections of new and existing commercial and multi-family buildings, interacts with Building Officials within various municipalities in Hall County as well as with contractors, and business owners.

Performs fire code-related inspections daily. Schedules and conducts inspections of commercial, educational, and residential buildings. Conducts the inspections to determine structural and quality compliance with the requirements of the adopted State and County laws, codes, and ordinances.

Prepares and issues correction notices daily to building owners or managers for violations of applicable code(s); establishes time deadlines for corrections to be made, and conducts follow-up inspections to insure corrections have been made.

Conduct plan examinations for various types of plans including, but not limited to: civil plans, building/architectural plans, fire alarm system and fire sprinkler system plans, and new and remodeled construction, and make recommendations for needed modifications and changes in existing fire and building codes.

Observes and follows established County and department policies and procedures in the daily conduct of the job.

Plans and arranges work schedule and establishes priorities to complete scheduled, assigned work within departmental parameters.

Delivers work products and services to customers within assigned full-time work schedule. Work product and services are also provided on-call outside these hours in response to major fire or other emergency scenes.

Class Specification

SECONDARY RESPONSIBILITIES:  Plans, conducts, and assists in public safety programs; speaks to various groups on the subject of fire prevention and related matters. Performs other assignments and projects as required.

 Conduct plan reviews on fire alarm systems and fire sprinkler systems.

 Assist with and/or lead fire scene investigations of fires of unknown or suspicious origin, and those involving hazardous materials using the standard principles and techniques of fire investigation. Conducts fire investigations to determine the origin and cause of fires. Collects information and evidence, prepares reports, and may work in conjunction with other law enforcement agencies. Provides expert testimony in court as to the origin of fires during arson trials.

 Coordinates annual fire hydrant testing.

 Performs Other Related Duties As Required.

Minimum Qualifications Required

 High School Diploma or G.E.D.

 Three years experience firefighting and/or inspections.

 Any equivalent combination of education and experience, which provides the minimum level of qualifications, stated above.

License And Certifications

 Firefighter II Certification

 Georgia Certified Advanced EMT, EMT Intermediate, or higher

 Valid Class B Drivers License and a satisfactory Motor Vehicle Record.

Preffered Qualifications

 State of Georgia Certified Fire Inspector

 State of Georgia Certified Fire Investigator

 State of Georgia Certified Fire and Life Safety Educator

 State of Georgia P.O.S.T. Certified Peace Officer

Knowledge, Skills, And Abilities

 Knowledge of the principles, practices and techniques of fire suppression, prevention, inspection and investigation.

 Knowledge of department rules and regulations, fire codes and ordinances, and fire hazards and investigation methods.

 Knowledge of fire chemistry.

 Knowledge of architectural and engineering terminology.

 Skill in reading and interpretation of architectural and engineered drawings and plans.

 Ability to read and interpret fire code laws and regulations.

 Ability to react quickly and effectively under adverse conditions.

 Ability to establish effective working relationships with the public and with contractors.

 Ability to communicate clearly and effectively, both orally and in writing.

Physical Ability: Essential functions continuously require the ability to remain in a stationary position (sitting or standing); to move about by walking; move oneself by crawling on hands and knees; ascend and descend ladders, stairs, and ramps; maintain body equilibrium to prevent falling when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; bend body downward and forward by bending spine and legs, twisting at the waist, hips or knees; and move about on hands, knees, and feet; and move/transport items over 100lbs. Sensory Requirements: Essential functions require the ability to use effective verbal and written communication; use of hand/eye coordination and fine manipulation to use tools and equipment; and visually discern differences in color.

Environmental Factors: Essential functions are continuously performed with exposure to adverse environmental conditions including: inclement weather; extreme hot or cold temperatures; humidity and moisture; possible bodily injury from hazards including biological, chemical, sharp objects/tools, heavy machinery, traffic, falling from high or exposed places, and falling objects; constricted spaces; moving mechanical parts of equipment, tools, and machinery; fumes, gasses, odors, dust, grease, oil, and mud; wet or slippery floors or surfaces and excessive noise. Incumbents will be required to work alone or with others continuously.

Additionally, essential functions are frequently performed with exposure to bodily injury from electrical or radiation hazards.

Essential functions may also require occasional exposure to extreme dry environments and hot temperatures.
