Fire Engine Captain

Position Summary: Under the supervision of the Fire Chief, the Fire Engine Captain supervises and participates in hazardous fuels reduction projects, maintaining fire lines, fencing and culverts, test hydrants and road and trail maintenance and slash disposal. The position also performs fire fighting, emergency care, participates in public education activities and/or fire prevention activities, cares for station, fire apparatus and related fire equipment and participates in training activities. The position will supervise, give directions and assist with evaluations of other fire fighter volunteer or paid staff.

Duties And Responsibilities

  • Plans, coordinates, schedules, assigns, and directs the emergency and non-emergency activities of an Engine company. Personally performs the wide variety of fire suppression and medical treatment tasks at the EMT level.
  • Supervises staff in responses to emergency fire, medical aid, hazardous material, rescue or other situations and functions as incident commander, unless relieved, including responsibility for situation assessment, tactics and strategy development and implementation.
  • Plans, schedules, assigns, directs and participates in equipment and station maintenance, fire prevention, medical services and other operational and administrative assignments for the company.
  • Makes recommendations for apparatus repair or replacement.
  • Responds to hazardous materials emergencies at the First Responder Operational level.
  • Participates in specialized and technical Low Angle Rope Rescue Operations.
  • Participates in and directs clean-up, salvage and overhaul operations.
  • Cleans, services, and ensures operational readiness of fire vehicles, apparatus, hoses and equipment; and assists with the maintenance of station and facilities.
  • Assumes responsibility for various administrative and special assignments. Prepares and maintains a variety of records, reports, correspondence and other written materials, particularly in reference to special assignment areas of responsibility.
  • Prepares performance appraisals and discusses and coordinates corrective action and other personnel issues with higher-level officers. Participates in the interviewing and selection of employees.
  • Plans, evaluates and conducts training courses and programs.
  • Interprets policies, directives, and personnel regulations and ensures their proper application.
  • Prepares various computerized fire incident reports.
  • Works with the community in a variety of educational, public relations and service programs.
  • Consistently demonstrates the highest level of customer service during emergency and routine situations.
  • Performs all firefighting duties and responsibilities at the Fire Officer Level.
  • Performs all duties and responsibilities in a safe and responsible manner.
  • Must be willing to work shifts as structured by the Fire Department.
  • Must be willing to work overtime as directed.
  • Must pass a pre-employment physical and annual physical exam.
  • Attend company approved supervisor training or have obtained training within 6 months of promotion.
  • Perform other duties as required.
  • Principles and practices of employee supervision, including selection, training, work evaluation and discipline.
  • Basic administrative practices, including monitoring expenditures, purchase and requisition processes.
  • Principles, techniques, strategy, materials and equipment used in fire suppression, rescue, EMS, and other emergency responses.
  • Fire prevention and fire investigation regulations, techniques, procedures.
  • Applicable state and federal laws, codes, ordinances, and regulations.
  • Principles and practices of providing emergency medical response at the EMT level.
  • Hazardous material and chemical spill response at the First Responder Operational level.
  • Safety practices, precautions, methods, rules, codes and regulations pertaining to the fire service.
  • Knowledge of Tribal policies and procedures and the ability to harmoniously work with a diverse group of people.
  • Planning, organizing, scheduling, assigning and reviewing the work of others.
  • Analyzing emergency response and operations problems, developing sound alternatives, and making effective recommendations and decisions under emergency situations.
  • Developing and conducting classroom and practical training courses and programs.
  • Establishing and maintaining effective working relationships with those encountered in the course of the work.
  • Maintaining accurate records and preparing clear and concise reports and other written materials using a computer.
  • Operating a variety of tools, equipment and apparatus used in fire, medical and other emergency response.
  • Effectively supervise engine activities during EMS emergencies.
  • Must possess a valid California Class B driver's license, have a satisfactory driving record clear of misdemeanor convictions, other than minor traffic violations and have no felony convictions.
  • Must possess current SFM certification as a Fire Officer and Emergency Medical Technician.
  • Must pass and maintain physical requirements as specified by the Fire Department and be able to wear self-contained breathing apparatus.

Physical Requirements

This position is deemed a level 5 and requires walking, standing, and sitting for prolonged periods of time; climbing stairs, ladders, scaffolding, ramps, etc.; stooping, kneeling, crouching, balancing, crawling and reaching; pushing, pulling and lifting in excess of 100 pounds; raising objects overhead; manual dexterity; hearing, talking and good verbal and written communication skills; repetitive motions of the wrists, hands, and fingers; subject to outside environmental conditions of heat and cold; walking on uneven ground; operation of heavy-weight equipment.

Preference in filling vacancies shall be given first to qualified Tuolumne Me-Wuk Community Council Members and then to enrolled Native Americans of any federally recognized tribe.
