Opportunity Summary

As an EH&S Manager, you will coordinate and implement daily environmental programs to ensure compliance with federal, state, and local regulations, focusing on CEMS reporting and storm water runoff management. You will also develop and oversee spill prevention procedures, conduct safety training, and perform site safety inspections to maintain a safe working environment in compliance with OSHA regulations. Additionally, you will support the facility owner in interfacing with local environmental regulators, preparing compliance reports, and managing various components of the Environmental Management System (EMS).

Environmental

  • Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site permit regulations.
  • Ensure continuous emissions monitoring system (CEMS) reporting adheres to Title V permit requirements enforced by the TX EPA and U.S. EPA.
  • Compile monthly, quarterly, semi-annual, and annual reports, which involves monitoring, recordkeeping, interpreting data, and submitting reports promptly.
  • Manage the storm water runoff plan to guarantee the facility meets regulatory standards at all times. This includes taking samples of storm water drain systems during rainfall, conducting analyses to prevent chemical or oil contamination, and ensuring proper discharge prevention measures.
  • Develop procedures for routine handling of products to prevent discharge and provide recommendations to the facility owner regarding wastewater and water sampling procedures in accordance with NPDES compliance.
  • Support the Owner in interfacing with local environmental regulators by preparing for and coordinating inspections, responding to information requests, assisting with strategies for permit modifications and renewals, and preparing compliance reports and communications.
  • Maintain various components of the company’s Environmental Management System (EMS), including the EHS filing system, the Obligations Tracking System (OTS), and X Files (OSHA & regulatory-mandated training records).
  • Serve as the primary point of contact for meetings with regulators during compliance visits.


Spill prevention, Control and Countermeasure (SPCC) Plan – maintain facility procedure to address the following

  • Operating procedures to prevent substance spills onto the ground (oil, chemicals).
  • Control measures to prevent a spill from reaching navigable waters.
  • Countermeasures to contain, clean up, and mitigate the effects of an oil spill.


Safety

Safety is a core value of NAES. In this position, you will have a direct role in ensuring that all work is performed in a safe manner and in continuing compliance with established procedures and OSHA regulations.

This Includes:

  • Facilitate and administer the employee safety program and site contractor orientations.
  • Provide safety training topics to employees in daily meetings, conduct regular site safety meetings, and lead site orientation for contractors and visitors.
  • Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and conduct one-on-one contact sessions with workers to discuss safety issues.
  • Maintain safety data sheets (SDSs) and interpret for safe handling and disposal of chemicals.
  • Respond to Incidents including, but not limited to, injuries, incidents and near misses. Write a report that explains what happened, identify the cause, and recommend corrective action. Follow-up as necessary to ensure that corrective action is taken.
  • Provide management/oversight for the LOTO, Confined Space, Emergency Response Programs and other plant/corporate policies and procedures.
  • Act as liaison between plant and regulatory agencies.
  • Provide safety and compliance guidance to employees and contractors during plant equipment outages.
  • Monitor and implement new and changing OSHA regulations.
  • Interface with Operations and Maintenance teams with their respective regulatory emphasis to ensure that appropriate and adequate documentation is acquired, maintained, and reported as required.
  • Maintain various facets of the Company’s Environmental Management System (EMS) including but not limited to the EHS filing system, the Obligations Tracking System (OTS) and X Files (OSHA & regulatory-mandated training records).
  • Perform other duties as assigned.


Working Relationships

The EH&S Manager reports to the Plant Manager and maintains a close working relationship with NAES corporate Environmental Support Services and their NAES Corporate Safety contact, as well as Client corporate contacts.

Physical Requirements And Working Conditions

Power plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, respirators, hearing protection, chemical suits, fire resistant clothing, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.

Work Schedule

Regular workdays are from Monday to Friday, within standard dayshift hours. However, the position may necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts may also be necessary as part of the role.

Compensation

Initial starting compensation will range from $96,700 to $135,400.

Job Qualifications

  • Associate degree or equivalent technical training knowledge and experience desired.
  • Experience in environmental compliance and safety at an operating facility is desired. This experience will preferably from a power plant or power-related industry to understand plant operations, seeking opportunities to reduce environmental and safety risks and costs.
  • General knowledge of power plant operations desired, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.
  • General knowledge of major environmental legislation involving air, water, hazardous materials, and waste management, with at least one specialized area of knowledge at the regulatory requirement level.
  • Demonstrated experience in coordinating, implementing, and ensuring compliance with Title V permit requirements issued by regulatory agencies such as the TX EPA and U.S. EPA.
  • General knowledge of applicable safety statutes and regulations and familiarity with the principles associated with maintaining a strong safety program.
  • Working knowledge of OSHA, ANSI, DOT, NFPA, and NEC regulations desired.
  • Certification as Level 5 HAZWOPER desired.
  • Experience using continuous emissions monitoring (CEMS) software desired.
  • Excellent writing and analytical skills and an ability to present facts, conclusions, and recommendations in written communications, both in formal and informal formats.
  • Strong oral and written communication skills are essential to delivering training material in a manner easily understood.
  • Excellent interpersonal skills and a record of building consensus among internal and external parties.
  • Ability to perform and manage multiple varied tasks in an industrial environment and to identify and analyze potentially complex compliance risks promptly.
  • Must possess and maintain a valid Drivers License at all times.
