This classification will coordinate the day-to-day operations involved in conducting emergency medical training and coordination for the Fire and Rescue Department. This position is responsible for instruction, clinical skills, and certification in the EMS department. This position works Monday-Friday (40hours per week)
Essential Functions
SPECIFIC DUTIES AND RESPONSIBILITIES
- Develop and instruct EMT and Advanced EMT courses.
- Prepare classrooms, equipment, and materials required.
- Develop lesson plans, testing materials, and assignments.
- Evaluate practical skills and clinicals.
- Coordinate and train on the provisions of EMS programs (EMT and Advanced EMT) within the department and with outside agencies and organizations.
- Respond to and provide necessary medical oversight on mass casualty incidents and multiple patient scenes.
- Respond to other medical and public assist incidents on a regular basis to maintain expertise and provide necessary oversight.
- Respond to and assist in the management of fire and hazardous materials incidents, if so qualified.
- Establish and coordinate the Quality Improvement and Quality Assurance program(s).
- Perform quality reviews and audits patient care charts originating from medical calls.
- Conduct quality assurance and prepare departmental reports.
- Ensure that all EMS training is provided and assessed in compliance with all state and federal regulations and standards.
- Maintain involvement in local, regional, state, or national EMS organizations to remain current on legislation, regulations, and practices.
- Maintain thorough knowledge of quality control techniques and practices.
- Maintain Quality Improvement trend files.
- Investigate EMS related incidents as needed.
- Act as liaison with other EMS agencies and aid those who use or anticipate using the services of EMS.
- Represent the department at meetings to include civic organizations, schools, and various group presentations.
- Prepare and administer an EMS budget.
- Ensure that the program operates in a cost effective and efficient manner.
- Develop and oversee contracts for EMS equipment, preventive maintenance, and supply.
- Develop and implement programs aimed at EMS public education and prevention.
- Assist in the long-term planning for EMS services and EMS prevention and provide support to line personnel directly or indirectly.
- Supervise, direct, and evaluate assigned staff.
- Develop and oversee employee work schedules to ensure adequate coverage and control.
- Approve timecards and complete employee performance appraisals.
- Organize, prioritize, and assign work.
- Prioritize and schedule work activities in order to meet objectives.
- Communicate with supervisory personnel, employees, law enforcement, hospital personnel, other public safety agencies/officials, and the public as needed to coordinate work activities, review operations/activities, gather/exchange information, resolve problems and receive advice/direction.
- Process a variety of documentation associated with department/division operations.
- Receive and review various documents including, but not limited to, inspection forms, incident reports, employee grievance forms, and workers compensation documents.
- Licensed as a Paramedic is preferred.
- Requires a high school diploma or equivalent; supplemented by eight (8) years’ experience as a paid certified firefighter of which two (2) years as a sworn Fire Lieutenant.
- Must possess and maintain a valid Georgia driver’s license with Class E/F endorsement(s).
- Must possess and maintain State of Georgia Firefighting certification, Must be a paramedic
- Must have EMS Instructor/Coordinator (AEMT) and EMS Instructor/Coordinator (Paramedic) Licenses.
- Must be a BLS and ACLS instructor. Be willing to obtain other EMS instructor licenses as needed.
- An associate degree in fire science, paramedicine, business or public administration or a related field is preferred., Driver/Operator certification, and National Incident Management System ICS-100, ICS-200 course completion certificates.
- Must have or obtain certification as a Fire Officer II within eighteen months of accepting the position.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
This position classifies the physical exertion requirements as heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 150 pounds). Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, traffic hazards, bright/dim lights, toxic agents, explosives, disease, pathogenic substances, or rude/irate customers.
