Minimum Qualifications

  • Graduation with Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus five (5) years of experience in a field related to emergency response or planning, including two (2) years of experience which were in a lead or supervisory/management capacity.
  • Graduation with a Master’s degree from an accredited college or university with major course work in a Government, Management, or Emergency Management field may substitute for one (1) year of required experience.

Licenses Or Certifications

  • Valid Texas Class C Driver License.
  • Certified Emergency Manager by the International Association of Emergency Managers or ability to acquire certification within two (2) years of employment.

Notes to Applicants

The Emergency Management Manager will develop and implement full-scale Emergency Management programs and determine goals, objectives, and resource requirements, and will collaborate with other emergency management personnel as well as local, state and federal officials to prepare for, respond to, and recover from disasters.

This Position Will

  • Ensure the operational readiness of the Emergency Operations Center ( EOC )
  • Develop and maintain emergency preparedness program plans
  • Respond to emergency situations associated with events that affect public safety
  • Supervise staff and ensure that assigned personnel have the necessary resources
  • Coordinate with other City departments to support an integrated emergency readiness
  • Represent Homeland Security & Emergency Management ( HSEM ) at various meetings with other agencies as assgined

Driving Requirement

This position requires a Valid Texas Class “C” Driver’s License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Pay Range

$37.14 - $47.35

Hours

Monday - Friday; 8:00 a.m. - 5:00 p.m.

Hours may vary due to operational needs.

This position is considered essential and will be required to report to the Emergency Operations Center ( EOC ), as directed in advance, or in response to an emergency, and my include nights (overnights), weekends, holidays, etc.

  • Senior level leadership experience including experience providing oversight during emergencies
  • Strategic planning experience; experience establishing short, medium, and long-term work plans/tasks to meet operational & strategic objectives
  • Strong problem-solving, decision making, and organization skills with the ability to prioritize tasks in an environment with frequent interruptions and under intense pressure
  • Successful completion of National Incident Management System training (IS-100, IS-200, IS-700, IS-800) within 6 months of hire.
  • Experience facilitating multi-agency meetings, workshops and trainings for all levels

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Develops and implements full-scale Emergency Management programs and determines program goals, objectives, and resource requirements. Leads the development of short- and long-term strategic planning. Develops, implements, and monitors the Emergency Response Plans, as required by and/or in consideration of Federal, State, and Local regulations/requirements. Coordinates post-emergency after-action reviews and makes recommendations for corrective action. Ensures operational readiness of various communication systems. Develops, implements, and conducts training programs, seminars, and disaster exercises; and makes presentations. Coordinates and collaborates with multiple stakeholders on interdepartmental and interagency issues, projects, and protocols. Monitors and evaluates program effectiveness and implements improvement strategies. Prepares and administers the annual budget and associated financial reports; and identifies, as necessary, budgetary needs.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for discharge.
