Primary Purpose:

Direct and manage the operation of all financial and business affairs of the district including accounting, payroll, purchasing, risk management, and tax collection. Serve as the chief financial adviser to the superintendent and board of trustees.

Qualifications:

Education/Certification:

Bachelor's degree in a business-related field or educational administration

Special Knowledge/Skills:

Advanced technical knowledge of school finance, budgeting, accounting systems, and economics

Working knowledge of financial applications and accounting

Strong communication, public relations, and interpersonal skills

Ability to use personal computer and software to develop spreadsheets, perform data analysis, and

do word processing

Ability to implement policy and procedures

Ability to interpret data

Ability to manage budget and personnel

Ability to coordinate district functions

Experience:

Five years experience in school business management or public organization

Major Responsibilities and Duties:

Fiscal Management

  • Keep the superintendent informed on the business affairs of the district.
  • Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
  • Maintain a continuous auditing program for all funds and assist the district’s independent and internal auditors in conducting the annual or periodic audit.
  • Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Bulletin 679 and Financial Accounting Manual.
  • Develop period cash flow analysis to aid in determining cash available for investment and payment of bills.
  • Maintain the district investment portfolio.
  • Oversee preparation of monthly bank reconciliations for the operating, special revenue, debt service, construction, tax, cafeteria, and athletic accounts; review reconciliations of vendor and payroll clearing accounts.
  • Prepare and enter all budget adjustments, additions, and deletions.
  • Review and approve all purchase orders and check requests and maintain control of budget by verifying availability of funds.
  • Assist in the preparation of the budget and development of long-and short-range objectives for the business operations of the district.
  • Plan and conduct needs assessments for improvement of district business operations.
  • Work with district personnel to project student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
  • Administer the business office budget and ensure that programs are cost effective and funds are managed prudently.

supervision and direction.

  • Supports the district’s instructional objectives.
  • Focuses the school's business operations towards accomplishing the district’s

mission and attaining stated goals and objectives.

  • Provide in-service education for the school principals in business management

principles, budgeting, planning, and spending.

  • Promotes a positive image that supports the mission of the School district.
  • Has high expectations and high regard for staff supervised by subordinates and others.
  • Evaluate job performance, conduct conferences, and develop training options and

improvement plans to ensure the best operation of the department.

  • Handles concerns or grievances of others expeditiously, with respect, and within

established policies.

  • Recognizes exemplary performance and rewards it accordingly.
  • Delegates duties, responsibilities, and functions, as appropriate.
  • Is effective in the development of staff.
  • Coordinates, provides leadership and manages business affairs of the district efficiently

in the areas of budget, accounting, payroll, purchasing, warehousing, maintenance,

transportation, food service, construction management, safety program, workmen’s

compensation, budget hearings, bond issues, debt management, investment programs,

insurance and employee benefits, capital assets, and internal audit.

  • Defines the program and fiscal needs in the budget development process, ensuring the

fiscal resources address the mission of the school district.

  • Ensure timely preparation and submission of financial reports to provide information or

comply with local, state, and/or federal regulations.

  • Coordinates and helps manage the budget development process of the school district. In

this connection, in cooperation with the Superintendent, helps prepare the annual budget

for the district.

  • Keep informed and comply with all state and district regulations and policies concerning

public education

  • business administration.
  • Prepares bills for presentation to the board.
  • Provides analysis of spending by components to correlate spending with

programmatic activities.

  • Oversees spending activities of all components and schools so that up-to-date totals are

made available to principals and directors of programs.

  • Receives purchase requisition forms, locates suppliers, and obtains, where possible and

as necessary and appropriate, two or more quotations, or bids on the specified items to

be purchased.

  • Prepares and issues bid forms and receives and tabulates Bids for purchase or contracts

for supplies, equipment, and Services, as necessary and appropriate.

  • Issues purchase orders from approved requisitions.
  • Insures that invoices are checked against orders as to quality, and condition as certified by

the receiving school or department.

  • Keep informed of current sources and prices of equipment, Supplies, and services.
  • Is familiar with the disposition of records and performs this function for the Finance Office

as required by the Records Management Officer.

  • Performs other tasks and assumes such responsibilities as may be assigned by the

Superintendent.

  • Demonstrates support for the district’s student management system and expected

student behavior related to operational aspects of the district (maintenance and

transportation, food services, classroom facilities, etc.)

  • Works with principals and bookkeepers to assure that campus and student activity funds

are handled properly and efficiently.

  • Seeks opportunities for continuing educational growth by such activities as job related

reading and attending conferences and business meetings to enhance knowledge and

awareness of current business methods and techniques.

  • Takes the initiative to develop needed skills appropriate to job assignments.
  • Articulates to the general public how the Finance Office and other supervised

departments support the school district’s mission. In this regard, provides financial,

legislative, and business information to improve public awareness of the district’s position

and policies.

  • Is involved in community activities that encourage support and mutual respect between the

district and the community.

  • Uses effective communication in dealing with staff, community, media, and Board Trustees.
  • Attends regular and special meetings of the Board of Trustees as advisor in presentation of

matters related to business management or operations.

Policy, Reports, and Law

  • Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required.
  • Prepare and evaluate monthly financial statements and related budget reports.
  • Prepare and publish comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.
  • Develop semi-annual financial information for submission of data to TEA.
  • Prepare quarterly and final reports for all federal or grant funds.

Purchasing and Inventory

  • Maintain accurate and current computerized inventory records of the district’s fixed and movable assets.
  • Supervise maintenance of a timely replacement cost-asset listing for insurance purposed.
  • Organize and conduct sales to dispose of surplus and salvage equipment.
  • Supervise the preparation of bids and bid specifications.
  • Receive and open bids; tabulate results and prepare written recommendations.

Personnel Management

  • Prepare, review, and revise business department job descriptions.
  • Develop training options and/or improvement plans to ensure exemplary business operations.
  • Evaluate job performance of employees to ensure effectiveness.
  • Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.

Supervisory Responsibilities:

Supervise and evaluate the performance of risk manager, accounts payable supervisor, accountant, purchasing supervisor, payroll supervisor, and tax collector.
