Education and Experience : Bachelor’s Degree or higher in Business or Public Administration, Finance, Accounting, or related field and four (4) years of professional administrative, analytical or consultative experience in grants administration, fiscal administration or accounting and financial management, including two (2) years of supervisory or lead experience.

Licenses and Certificates : A valid Texas Class “C” Driver’s License or equivalent from another state. Must obtain one of the following certifications within two (2) years following appointment Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), Certified Grants Management Specialist (CGMS) or Certified Public Accountant (CPA).

General Purpose

Under general administrative direction, assist in the planning, directing managing, and overseeing of the activities and operations of the Office of the Comptroller-Grants Administration Division, including assisting in the management and reporting of federal, state, and local grants across all City departments.

Typical Duties

Assist in organizing, managing and directing administrative functions of the Office of the Comptroller-Grants Administration Division. Involves: Assist in the management of all grant related activities, including overseeing all federal, state, and local grants awarded to the City; recommends and assists in the administration of policies and procedures. Assist in management of the development and implementation of goals, objectives, policies, and priorities for the division. Monitors and evaluates the efficiency and effectiveness of grant monitoring and reporting procedures; assesses and monitors administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement, and assists to the implementation of changes and new processes or programs within the division. Coordinates grant management activities with other City departments and outside agencies, and provides administrative support to the OTC Grants Administrator. Assists with identification of operational needs within the division, which involves staffing equipment, materials, and supplies. Prepare and present reports and other necessary communications. Assists in the coordination and oversight of Grant/Accounting administrative functions with other departments and government agencies in an effort to implement planning, policies, goals and objectives. Follows City Council meetings and provides relevant information necessary to take action regarding Council agenda items related to grant management and reporting. Review federal and state regulations to appropriately review grant expenditures and reimbursements. Stay abreast of new grant requirements from granting agencies. Communicate with granting agencies as needed to resolve issues, request guidance, and report outcomes. Perform related duties and fulfill responsibilities as required.

Develop grant reports for internal and external use and lead the production of the Schedule of Expenditures of Federal and State Awards (SEFA and SESA). Supervise and implement monitoring process for departments dealing with sub recipients . Responsible for preparing the Federal Sub recipient and Contract Reporting in Federal Act Sub award Reporting System (FSRS) and assist the Grant Administrator with all Federal and State Grant reporting as assigned.

Supervisor assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review evaluations by subordinates. Provide for staff training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences conflicts, and deficiencies. Assist in the hiring process, including recommending hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
