Job Description


NYC Health + Hospitals, the nation’s largest municipal health care system, is seeking an Advisor of Behavioral Health Policy to join its External and Regulatory Affairs team. This new, grant-funded position is integral to the development and execution of policies aligned with our mission. The Advisor will drive the advancement of our behavioral health workforce programming through strategic policy development and advocacy efforts, ensuring that our initiatives remain firmly rooted in our organizational values and objectives.

The Advisor will conduct research, analysis, and advocacy at city, state, and federal levels to promote behavioral health workforce development, enhanced care access, and improved service quality. The Advisor will collaborate closely with internal stakeholders and external partners to shape policies that address the unique challenges facing our communities and drive positive change in the behavioral health sector.

Tasks and responsibilities will include:

  • Work in partnership with the Government Affairs team, the Office of Behavioral Health, and other stakeholders to advance the System's strategic objectives and priority issues related to behavioral health policy, ensuring alignment with organizational goals with a focus on workforce development
  • Monitor, track, research, and report on legislative initiatives and actions pertaining to behavioral health at the city, state, and federal levels
  • Assist in the development of policy briefs, white papers, and presentations for internal and external audiences
  • Develop written materials, including program summaries, case statements, and detailed messages, tailored to the unique needs of non-governmental behavioral health stakeholders
  • Support the health system’s participation in meetings and forums with government officials, advocacy groups, and community organizations
  • Research best practices and evidence-based interventions in behavioral health workforce development, policy and program management
  • Remain informed of emerging trends, research, and developments in behavioral health policy and practice
  • Perform other duties as needed


Minimum Qualifications


Educational and/or experience requirements will vary requiring diverse kinds and levels depending on the content, complexity and variety of project. Compensation levels will correspond to the requirements developed for the designated project.

In no event will the acceptable minimum be below:

1. A Baccalaureate Degree from an accredited college or university in a specialization discipline consistent with project content; and,

2. Four years of substitutable and relevant health care experience related to the objectives of the project; or,

3. A satisfactory equivalent combination of experience, training and education.


Department Preferences


  • Ability to produce concise and clearly-worded documents covering a wide range of subject areas.
  • Ability to process and draft politically-sensitive information in a responsible manner.
  • Demonstrated commitment to the values of the public hospital system
  • Experience working both independently and collaboratively to support multiple programs.
  • Advanced knowledge of Microsoft Office suite required
  • Fundraising database/CRM and data processing programs
  • Graphic design software
  • Public health, policy, non-profit management and program development
  • Social issues relevant to public health care delivery
  • Must be detail oriented and highly organized
  • Minimum: bachelor’s degree from 4-year college with preference for focus on research and writing, plus 2 or more years of relevant professional experience; or
  • Master’s degree with preference for focus on policy, public health, or non-profit management, plus 1 or more years of relevant professional experience
