TODAY IN COAST GUARD AVIATION HISTORY - 01 JUNE 1968 (1 OF 2): a Sikorsky HH-3E (call sign JOLLY GREEN 33 – low) from the 37th ARRS assigned to DaNang Air Base and crewed by U.S. Coast Guard LT Lance A. Eagan (P), CPT George W. Greer (CP), SGT William L. Carroll (FE) and SGT Vincent E. Deets (PJ), medevac'd four US Army aircrew from JAGUAR 858, a UH-1 helicopter that landed on beach due to loss of tail rotor (battle damage not a factor). The JAGUAR 858 aircrew included MAJ H.W. Halterman, HHC 1st Air Cav; MAJ Dean Wartick, HHC 11th Aviation Group; WO1 James H. Rice, 11th Gen Sup Aviation Group, 1st Air Cav and WO1 Preston B. Dasher, 11th Gen Sup Aviation Group, 1st Air Cav. (Excerpt from Mission Report 1-3-57 dated 01 June 1968) JG 33 was getting ready to shut down at Quang Tri after 8.8 hours of searching the gulf for a downed pilot. The scramble was received at 0900Z. At this time, the low bird had just shut down to replenish engine oil. The initial report indicated an aircraft had crashed near the beach east of Camp Evans. No contact had been established with the crew since the original "Mayday" prior to the crash. JG 33 proceeded down the coast at low level while the RCCP attempted to determine the exact location of the crash site. Power required for OGE hover was computed by the RCCP and fuel was dumped to this level (JP-4 at Phu Bai permitted this). At approximately 0910Z, JG77 departed Quang Tri as high bird. A position of 345/10/Ch 69 was obtained by the RCCP. The hostile area penetration checklist was completed and a search commenced. The intelligence briefing, received that morning had indicated VC and NVA activity in the general area. However, a low altitude, high speed search was deemed best. On the first pass down the beach the FE located the survivors in the 3 o’clock position on the beach at 0918Z. They had no signaling devices or flares with them and the FE did an excellent job of finding them. A tactical approach was entered and a no hover landing was used due to deep soft blowing sand. The approach and landing were made to the north to provide the RS the maximum coverage of the sand dune area to the west in the event of hostile activity. The four survivors did not proceed directly to the aircraft but removed electronic equipment from the wreck. A Huey arrived on scene overhead while JG 33 was on the ground. At 1926Z, a maximum performance takeoff was executed to the east over the water to avoid flying over a village area 500 meters to the north. About a month ago I had my first-year anniversary with Fresno. So many things happen in 365 days, and time goes by in the blink of an eye that it is hard to effectively summarize this past year and the experiences that came with it, but I’ll take a stab at it. Let’s start with me leaving a job I held dear to my heart and taking the leap and leaving Texas for California to pursue career advancement, but having to accept that the family would have to stay behind in Texas for a few months. This wasn’t an easy decision; however, it was something that HAD to be done. As my current boss says, “Sometimes you have to go to grow.” A bit of background: It was hard to reconcile the idea that even when having the right credentials, experience, and a good track record of producing results and achieving goals, any opportunities of advancement at the previous organization would go to anyone but me, despite having the full confidence and support from the Airport Director, just because others in power had a different idea. You can learn a lot from good leadership, but you can learn even more from those who just pretend to be leaders but are bad managers at best. Job hunting, interviewing, and going through recruitment process(es) was not easy, but something necessary if pursuing the right opportunity. That opportunity came to me in the form of Fresno, a “small airport” that has been experiencing amazing growth, even before the pandemic, as well as a faster-than-average full recovery to 2019 levels by summer of 2021. In reflecting how these past 365 days have gone, I can confidently say that the risk was worth it. The sacrifices of being (1,850 miles) away from my wife and kids over several months, stealing 3-day weekends here and there, the stress and concerns of moving and helping them find their place with a new house, new schools, with no family friends nearby are slowly fading away and being replaced with wonderful moments, and memories being made. Don’t get me wrong, we still miss our old house, the familiar places, former colleagues, and our friends and extended family, but we seem to be managing just fine. The job is challenging, we are not impervious to the “big shuffle” of the job market, the fragility of the economy, and the volatility of the airline industry. There are things “under the hood” that no amount of research or questions during the interview process would have revealed.  However, I welcome the challenge. We are in a much better place than a year ago. There is an incredible number of great projects in the pipeline, and we continue to work towards recruiting and building a fully staffed team to be part of this positive change and historic growth. I am very excited for what the future holds and will keep “showcasing” my story as each chapter develops. NATCA CALLS ON FAA TO COLLABORATE ON AIR TRAFFIC CONTROLLER FATIGUE: Union Warns Agency Unilateral Decision Could Lead to Additional Mandatory Overtime Due to Understaffing and Policy’s Reduced Controller Availability Although the National Air Traffic Controllers Association (NATCA) is encouraged that the Federal Aviation Administration (FAA) has turned its attention to the serious issue of air traffic controller fatigue, our Union is disappointed that the FAA did not collaborate with NATCA in advance of its decision and announcement today. Earlier this morning, FAA first shared a copy of the report with NATCA moments before our Union was briefed on the report and the Administrator’s changes. FAA has not modeled these changes to determine what unintended consequences they may have to the already strained air traffic control staffing coverage. For more than a decade, NATCA has been sounding the alarm about the FAA’s staffing shortage and the fatigue and stress that places on the hardworking controllers we represent. NATCA is concerned that with an already understaffed controller workforce, immediate application of the Administrator’s new rules may lead to coverage holes in air traffic facilities’ schedules. These holes may affect National Airspace System capacity. Requiring controllers to work mandatory overtime to fill those holes would increase fatigue and make the new policy nothing more than window dressing. Understaffing currently requires FAA to assign mandatory overtime to controllers, including regular 6-day workweeks, which leads to fatigue. In 2022, controllers at 40% of FAA facilities worked 6-days a week at least once per month. Several facilities required 6-day workweeks every week. The 2024 schedules were negotiated in late 2023 for each of FAA’s 313 air traffic control facilities. Immediate application of this change would disrupt the lives of controllers who rely upon their year-long schedules for work-life responsibilities. We expect that the FAA will meet its bargaining obligations before implementing any changes. Congress has a historic opportunity to address this staffing crisis in FAA Reauthorization by ensuring the FAA puts in place a staffing plan that meets the needs of the flying public and all of FAA’s operational, contractual, and statutory requirements, and by requiring the FAA to hire the maximum number of air traffic controller trainees possible for the next five years. TODAY IN COAST GUARD AVIATION HISTORY - 11 JUNE 1935 (2 OF 2): a Douglas RD-4 Dolphin (“DENEB”^^^ V-129) crewed by LT Carl G. Bowman (AC) and an unknown crew (if any) arrived at Air Station Port Angeles, WA from San Diego, CA. ^^^ = During the early years, all Coast Guard rescue aircraft were named after stars. Air Station Port Angeles was commissioned on 01 June 1935 and was the first U.S. Coast Guard air unit on the West Coast. This Douglas RD-4 Dolphin that arrived on 11 June 1935 was the first aircraft assigned. LT Bowman was the initial acting Officer-In-Charge of the unit. Interestingly, the 1934 Register of Officers shows that LT Carl G, Bowman was concurrently assigned with LCDR Elmer F. Stone, an inspector, at the Douglas Aircraft Factory in Santa Monica, CA. Stone had arrived on 23 April 1934. Bowman was Coast Guard Aviator #25 and winged on 11 September 1934. A few things caught my attention. Stone was complete with his work at Douglas and received orders to assume duties as the CO of Air Station Port Angeles. However, on 15 May 1935, these orders were rescinded with the following explanation: "CDR Stone is our senior qualified aviator actually flying. If a new plane construction program is to be undertaken, which seems likely under the Emergency Relief appropriation we will, in all probability, need CDR Stone in the vicinity of Santa Monica to superintend the work that may be undertaken there (Douglas Aircraft Factory). 4. San Diego is an important aviation center. We have a new station being built there with a considerable (amount of) equipment already on the ground and in operation...6. With all these factors in mind, the best interests require that CDR Stone be assigned to command the Air Detachment at San Diego," [above taken from LT Luke Christopher Nomination for Coast Guard Aviation Association Hall of Honor By Mont J. Smith, CAPT USCG (ret), June 30, 2018] Also, I want to research this further, but I found several references of Stone’s insistence of pilot's completing a “blind flying syllabus" on instruments prior to ferrying newly-constructed Douglas RD-4 aircraft from Santa Monica to the East Coast. I would like to learn more about this "blind flying" school or syllabus that seems to reflect some sort of early instrument training for Coast Guard Aviators. As a flight dispatcher, it's important to have a good understanding of the requirements for obtaining this permit, including the fact that the issuing of an overflight permit confirms that there is no political or security objection to your airline, aircraft, or country of origin/destination and that there are no outstanding navigation fees due to the ATC authority. Who knew? 🤷‍♂️ #Consequences: California’s recent implementation of a $20 #minimumwage for fast-food workers, intended to alleviate the strain of the state’s high living costs, seems to be backfiring. Despite the good intentions, the increase has led to layoffs and reduced hours as businesses struggle with higher #labor costs, exacerbating the very problems it aimed to solve. This approach also risks pushing companies towards automation and relocating out of state, further jeopardizing jobs. On May 10th, the Encore Pilots voted down the Tentative Agreement brought forward to them. This vote result reiterates that there is a fundamental feeling that management has failed to recognize the pilots’ beyond matters tied to compensation. Since the failed Tentative Agreement, the Encore MEC and Negotiating Committee have been working tirelessly to achieve a collective agreement that will be satisfactory to the group. However, during negotiations, the talks have stalled and we are forced have to serve the 72 hour strike notice. This notice did not get served lightly. We have used every available opportunity to negotiate with the Company and achieve what is required before we felt it was necessary to take this step. Capitalizing on the influx of global pilot advocacy engagement to expose the dangers of reduced-crew operations over the past year, the 2024 International Federation of Air Line Pilots’ Association’s (IFALPA) Global Pilots Symposium convened in Mexico City to expand this collaboration and unity. During a presidential panel discussion, pilot leaders from ALPA, the European Cockpit Association (ECA), and IFALPA discussed the encouraging level of engagement from their member pilots and how to use this momentum as leverage with decision-makers and regulators. Several IFALPA member associations discussed their individual pilot association’s unique efforts to support the “Safety Starts with 2” campaign—activities have included leafleting airports, public and member information webinars, public awareness campaigns, and significant social media engagement, including a ground swell of support for World Pilots’ Day. The one-day symposium kicked off the 78th IFALPA Conference. On the final day, member associations elected new IFALPA leadership, including the first two women to its Executive Board—Capt. Rola Hoteit (Lebanon), EVP Africa/Middle East; and F/O Stacey Jackson (Canada), EVP Technical & Safety Standards.
