  • Cognitively-Based Rapid Assessment Methodology

    DoD SBIR/STTR

The essence of information assessment is the process of distinguishing signals from noise. In the military, intelligence analysts are constantly searching for signals that might suggest an adversary's intentions. In each case, the analyst must search through a quantity of data, searching for meaningful patterns within the preponderance of noise. In many cases, it becomes necessary to divide the work among a team of collaborators. The team of 21st Century Systems, Incorporated and Colorado State…

The team of 21st Century Systems, Incorporated and Colorado State University is pleased to propose to continue researching and developing our successful Cognitively-Based Rapid Assessment Methodology (C-RAM) concept. C-RAM manages multiple users interacting with multiple information sources and provides both textual and visual methods for viewing these data. The C-RAM system allows the analysts to organize the information using different presentation modalities. These separate presentations are used to collect and fuse information. Our goal is to continue development and enhancement of a set of tools and intelligent agents for collaborative information assessment that will improve group performance by reducing the cognitive effort. Intelligent software agents assist the user in visually decluttering their information and directing their attention. We are developing software agents that, along with human analysts, form a socio-technical system for information assessment.

The recent outbreak of E. coli only served to remind us of the vulnerability of our food production. It stirred memories of an amateur bio-terror attack using salmonella in local salad bars in an attempt to influence a local election in Oregon. In handling any bio-terrorism event, there are two facets to consider, pre-event crisis management and post-event consequence management. Crisis management includes measures to identify, acquire, and plan the use of resources necessary to anticipate, prevent, detect, and resolve the event. Post-event consequence management entails outbreak control, treatment, and more. 21st Century Systems Incorporated is pleased to propose the research and development of a tool to provide state-of-the-art data source aggregation, interpretation, visualization, and decision support for pre-event indications and warning, crisis response, and consequence management. We call our Phase I concept Webster-Med. Webster-Med product encompasses both facets of the challenge: crisis response and consequence management. The crisis response portion encompasses a pre-event tool for detection and situational awareness. The sources of data for the detection process could include open sources, ED data, intelligence reports, battlefield sensors, and more. The consequence management portion will incorporate decision aids for monitoring the outbreak, mitigation (treatment, resource allocation, etc.), and resolution.

  • Method of Super Image Resolution

    Issued US 20030012457

Superresolution (SR) is a class of techniques that enhance the resolution of an imaging system. In some SR techniques—termed optical SR—the diffraction limit of systems is transcended, while in others—geometrical SR—the resolution of digital imaging sensors is enhanced. The method disclosed and patented herein is a successfully commercialized and now legacy (circa 2000) geometrical SR technique.

The Order is still true to its founding principles of charity, unity and fraternity. The Knights was formed to render financial aid to members and their families. Mutual aid and assistance are offered to sick, disabled and needy members and their families. Social and intellectual fellowship is promoted among members and their families through educational, charitable, religious, social welfare, war relief and public relief works. The history of the Order shows how the foresight of Father Michael J. McGivney, whose cause for sainthood is being investigated by the Vatican, brought about what has become the world's foremost Catholic fraternal benefit society. The Order has helped families obtain economic security and stability through its life insurance, annuity and long-term care programs, and has contributed time and energy worldwide to service in communities. The Knights of Columbus has grown from several members in one council to more than 14,000 councils and 1.8 million members throughout the United States, Canada, the Philippines, Mexico, Poland, the Dominican Republic, Puerto Rico, Panama, the Bahamas, the Virgin Islands, Cuba, Guatemala, Guam and Saipan.
