    Leveraging my existing work in both the Cybersecurity Capability Maturity Model (C2M2), the Cybersecurity Framework (CSF) and the Critical Infrastructure Protection (CIP) Standards, this technical paper provides electric utilities with meaningful guidance on how to create a new cybersecurity metrics program, or improve upon an existing one. The report also includes a template for tracking security metrics and a methodology for using them in both IT and OT environments.

    The Cybersecurity Capability Maturity Model (C2M2) was derived from the Electricity Subsector Cybersecurity Capability Maturity Model (ES-C2M2) Version 1.1 by removing sector-specific references and terminology. The ES-C2M2 was developed in support of a White House initiative led by the Department of Energy (DOE), in partnership with the Department of Homeland Security (DHS), and in collaboration with private- and public-sector experts including Jason Christoper and David White of Axio.
