The North American Energy Markets Association is posting this RFP on behalf of our member MPUA. Introduction The Missouri Joint Municipal Electric Utility Commission dba as Missouri Electric Commission (“MEC”) is issuing a Request for Proposals (“RFP”) associated with meeting forward capacity, energy, and planning reserve margin requirements of the MEC full requirements cities. MEC full requirement pools (MoPEP, MMMPEP, and SWMPEP) are comprised by over 50 Missouri municipal utility cities in the aggregate. MEC is a joint action agency with 70 municipal electric utility members in the state of Missouri, and has the authority to enter into contracts for power supply, transmission service, and other services necessary for the operation of an electric utility in order to obtain a diversified portfolio of cost-based, reliable resources on a long-term basis to meet its member’s total requirements. MEC members have various power supply contracts through MEC or directly with wholesale electric suppliers in the region. RFP Schedule Qualified power suppliers may submit proposals in accordance with the procedures and criteria below for up to 150 MW with certain limitations as described. The deadline for receipt of proposals is Monday, June 24th at 5 PM Central time. MEC will develop a short list based on an initial screening of responses received from this solicitation. It is expected by the end of July, MEC will initiate a second contact with selected respondents to request more detailed information that will assist in final evaluations from which contract negotiations will begin. PJM announced today the completion of Phase I System Impact Studies for 306 proposed #generation projects as part of Transition Cycle 1 of PJM’s new #interconnection process. Project developers now have 30 days to decide whether to proceed with their new service requests into the next study phase of Transition Cycle 1, which will begin June 20. The projects that are part of this transition cycle are expected to clear PJM’s study process and be ready for construction by mid-2025. Separately, another 306 projects have previously qualified for an Expedited Process, or “fast lane,” with Final Agreements to be issued throughout 2024. “This is another critical milestone for PJM’s widely supported interconnection process reform,” said Aftab Khan, Executive Vice President – Operations, Planning and Security. “New service requests for generation resources are moving through our process as designed and promised, with more than 200,000 MW of projects to be studied over the next two years to help states advance their energy policy goals.” The Phase 1 Study process will help developers evaluate whether their projects are economically viable. The Phase I Study results for the Transition Cycle 1 projects have been posted to a new webpage.  🚀PJM Transition Cycle #1 Results and Decision Point #1 Start🚀 Exciting news! Today, PJM posted the results for 𝐓𝐫𝐚𝐧𝐬𝐢𝐭𝐢𝐨𝐧 𝐂𝐲𝐜𝐥𝐞 #𝟏 (𝐓𝐂𝟏) 𝐏𝐡𝐚𝐬𝐞 𝐈 𝐒𝐭𝐮𝐝𝐲. To connect 45.5GW Energy and 27.7GW of Capacity, the cluster study identified approximately $10 billion in reliability network upgrades, predominantly in Dominion and ComEd, where around 60% of MW from the queue plans to connect. 𝐒𝐭𝐚𝐫𝐭𝐢𝐧𝐠 𝐭𝐨𝐦𝐨𝐫𝐫𝐨𝐰, 𝐌𝐚𝐲 𝟐𝟏𝐬𝐭, 𝐃𝐞𝐜𝐢𝐬𝐢𝐨𝐧 𝐏𝐨𝐢𝐧𝐭 #𝟏 (𝐃𝐏𝟏) 𝐤𝐢𝐜𝐤𝐬 𝐨𝐟𝐟 and will run for 30 days. No new gas-fired power plants are expected to come online in 2024 in PJM. The last time that happened was 1987 according to EIA data. The chart below shows the number of newly commissioned individual gas turbines and IC engines in the core PJM area (NJ, PA, OH, MD, DE, VA and WV) and includes behind-the-fence generation. EIA data for 2023 is not available yet but new capacity did come online according to S&P Global. EDF Renewables North America and Enbridge Inc. have completed the construction and started commercial operations for the 150 MWac Fox Squirrel Solar Phase 1 project in Ohio. Fox Squirrel Phase 1 is the first of three phases for the ambitious solar development from EDF Renewables NA and Enbridge. All three phases are slated to come online by the end of 2024 and will have a total capacity of 577 MWac. “The development and operation of Phase 1 marks a significant milestone in our journey to drive Ohio’s renewable energy future,” said Kate O'Hair, Senior Vice President for Onshore Development with EDF Renewables North America. “With Fox Squirrel Solar Phase 1 now supplying renewable power to the PJM grid, this project not only represents a substantial financial commitment but also highlights the remarkable collaboration between our team, the county, and the local community. We take great pride in this collective effort.” At the opening ceremony of Phase 1, Amazon also announced that it had entered into PPAs for the full generating capacity, which forms part of plans for the tech giant to secure 100% renewables for its operations by 2030. “Amazon is the world’s largest corporate purchaser of renewable energy. Cleanleaf Energy Secures O&M Contracts for 350 MW Solar Projects in Georgia and Pennsylvania Cleanleaf Energy, previously known as Borrego O&M, has announced new agreements to provide operations and maintenance (O&M) services for utility-scale solar projects totaling 350 MW in Georgia and Pennsylvania. These projects, owned by Heelstone Renewable Energy, include four sites in Georgia and one in Pennsylvania. Heelstone Renewable Energy, established in 2012 with initial projects in North Carolina, expanded into California by 2016.
