🌟 #ITEPhilly2024 has been fantastic so far! The excitement peaked at today's Safe System and Speed Management Session with a literal flood raining down from the ceiling and some group evacuation practice. On the bright side, ITE is planning a webinar to share the key insights from the session to reach an even broader audience (stay tuned for that!). Here are my highlights at the mid point of the conference: 🚀 Council Leadership Training: On Sunday I shared my experience in leading two ITE Councils via a training on Succession Planning. Key points: 1) Align initiatives with current hot topics to attract members. 2) Recruit and retain leaders by offering clear roles and a leadership path. 🔑 Safety Council Buzz Words: Priyanka Alluri, PhD, PE, RSP-2BI and Diwu Zhou, PE engaged attendees in discussing their current safety focus areas. Common themes: people, kinetic energy, and stroads. Great base of the pyramid synergy. We also heard exciting updates on the Council's planned kinetic energy measurement tool, People Centered Mobility GIG, and FHWA's latest Safe System resources. 🍽️ Dinner Inspiration: Several Vision Zero champions gathered on the Delaware River last night to support each other’s challenges and priorities. ITE’s leadership in safety remains crucial, encouraging healthy debates like those in the Traffic Engineering Council over a certain new book. 💡 Before the Flood: I was inspired by Dongho Chang’s injury reduction-based speed limit setting work in Washington State, Ken McLeod’s call to action on contextually appropriate speeds ("sign AND design for target speeds"), and Hans Larsen's success in quick build speed reduction through lane and corner tightening in Fremont. #ITELeadership #VisionZero #SafeSystem

It is important for engineers involved in the rebuild effort for any major bridge to distinguish between the replacement cost and the overall value of a major bridge. While replacement cost reflects the financial outlay required to build a new structure, the overall value encompasses much more— economic impact, social benefits, historical significance, and environmental considerations. A bridge is not just a physical asset; it is a vital link that supports commerce, facilitates transportation, and connects communities. By appreciating its full value, we can advocate for more informed decision-making, ensuring that replacement efforts are directed with a holistic understanding of their far-reaching implications. In the development of estimates of costs and cost comparisons, we must adopt a full lifecycle costing approach and discard old, antiquated practices of looking only at upfront design and construction costs. The aim should be to achieve a visually appealing structure that also delivers on the promise of extreme longevity and durability accompanied by decades of robust, maintenance free performance.

So I'm working on a book called "Ultra High-Speed Ground Transportation Systems - Brining Cities Together to Foster Face-to-Face Collaboration". I'm contemplating Best Practices. There is a broad spectrum of performances. Pastor Rick Warren's Purpose Driven Life sold so many copies that he reverse-tithed - gave 90% and living off of the remaining 10%. On the other hand, I've seen authors in the hole for upwards of $10,000.00 and garages full of books. Here are some principles I was able to come up with regarding successes: 1. Speak to a significant need of the audience; 2. Include color graphics throughout the book to increase the appeal (This will result in a more expensive product); 3. Get universities, associations, and museums on board during the actual drafting process, because once it's in print, it's too late; 4. Know that the book in and of itself will not sell itself based on its cover - Marketing is absolutely essential; and 5. Once published, give a complimentary copy to each of your points of influence including professors, museums, associations, and high-level government officials who will have an interest in the content of your book. After having to replace the garbage disposal and stop the leaking faucet in one day, my two oldest have begun the "Daddy, you are an engineer so you can fix the sinks, thats why i want to be an engineer!" Well kids, no...lol. I became an engineer so I could make a tiny dent on the world and hopefully make it a better place.Which got me thinking, don't plumbers do the same thing. Actually, no, plumbers have a much greater impact than I do. If you didn't grow up like I did, which was "fix it or go without" then you've probably had to call a plumber. What about an electrician? Perhaps an HVAC professional? Without these trades professionals, we wouldn't have any of the built world that we live in. Sure, I can throw some black lines on a construction drawing, but what about the journeymen that are building this for us? Did you know that the average entry salary for a Civil Engineer is $62k? Did you also know that a journeyman plumber who just finished their four year apprenticeship will make approximately $64k per year? Let's stop stigmatizing the trades; the solid waste professionals, the cleaning professionals who make our lives possible. Your salary does not define you, but your impact on the world does. Join me in supporting our nations vocational schools, community colleges, organizations such as mikeroweWORKS foundation, and This Old House's Generation NEXT With professionals like Ross Trethewey, PE, M.Eng and other industry advocates, we can empower the next generation of trades professionals!

ASCE just released Bridging the Gap and as Contruction Owners quoted “…production of goods requires reliable energy, clean water, modern transportation systems and dependable ports according to the report. By 2033, the manufacturing sector would lose $1.15 trillion due to inefficient infrastructure if funding reverts back to pre-IIJA levels, compared to $877 billion if current levels continue, a $276 billion difference.” We must keep our infrastructure investment consistent and sustained if we want to continue a strong economic ecosystem.

I got an e-mail last week from an engineer at a large, national design firm here in the US. They were told by a coworker that RH might be able to help with a monitoring well survey near the Stockton Municipal Airport. The engineer sent me an exhibit showing the wells, a brief description of the work they wanted, and a "bid sheet" in Microsoft Excel. In the description of the work, they said the field survey should only take one (1) day and the office work (1) day. From the best I could tell, this survey needed to meet our "GeoTracker" standard here in California, but that wasn't clear in any of the information I was sent. I also suspect there had been previous surveys we needed to match, but I wasn't given any survey control information. This was for a federal agency, so I was fairly certain prevailing wages were required. When I asked the engineer about this, he said: "I don't know what prevailing wages are." This is an example of why quality land surveyors don't want to work for large engineering companies. They are ordering their professional land surveying services like they are at a drive-through, not like they are engaging a fellow professional. I told the engineer I wasn't interested in doing this work if they were collecting "bids". (I also suspect the funding source meant the engineering company should have been selecting a surveyor based on qualifications, not low-bid. That is the law.) He never responded to my last e-mail. If he finds a surveyor to do this work, he is going to get cold and soggy fries for his deliverable. That is what he deserves. This is a "household name" design firm. Why are they letting this happen? Land surveyors shouldn't put up with this type of treatment. I don't. Engineers should build a long-term relationship with a land surveyor they trust, and then develop scope and fees in partnership with that surveyor. Most engineers don't know how to survey, don't know what belongs in the survey scope, and don't know how long a survey takes. They should stop pretending that they do. Retro-reflectivity is the technology behind the scenes that makes pavement markings glow under the beam of vehicle headlights, guiding drivers safely at night. The secret? Glass beads. These tiny spheres, partially embedded in the pavement markings, act as mini reflectors. They capture light from headlights and bounce it back to the driver, ensuring the path ahead is visible. But not all glass beads are created equal. Their quality and size matter: ➻ Quality: High-quality beads ensure better light return, making markings more visible. ➻ Size: Larger beads boast superior retro-reflectivity, particularly in wet conditions. Why does this matter? Because when it rains, smaller beads can be overwhelmed by water, scattering light and rendering markings nearly invisible. Larger beads, with a minimum thickness of 1 mm, stand tall against the water film, maintaining visibility. As professionals, we understand the importance of details and precision. The same applies to road markings. The right materials can mean the difference between clarity and confusion on our roads. JMT and our client, the District Department of Transportation (DDOT), were honored by the Federal Highway Administration (FHWA) on June 5 for our Pennsylvania Ave SE multimodal project in Washington, DC. We are proud to be among the 14 Environmental Excellence award winners for this biennial cycle. Our project implemented one-way protected bike lanes, peak period bus-only lanes, and custom concrete combination bus/bike platforms along a one-mile segment of Pennsylvania Ave SE from 2nd Street to 13th Street near the US Capitol. DDOT and JMT coordinated with the Washington Metropolitan Area Transit Authority (WMATA) to ensure compatibility with the WMATA bus system. The project is part of moveDC, DDOT’s multimodal long range transportation plan, and advances the district toward meeting Vision Zero. It is a cornerstone component of the District's Bus Priority Plan to expedite delivery of 25 bus lane-miles built or under construction by 2025, and it contributes to DDOT’s ambitious plan to construct 20 miles of new protected bicycle lanes by the end of this year. According to FHWA's website, since 1995 "the Environmental Excellence Awards have recognized outstanding transportation projects, processes, and organizations that incorporate environmental stewardship into the planning and project development processes using FHWA funding sources. The Environmental Excellence Awards are coordinated with FHWA's Offices of Human Environment, Natural Environment, and Project Development and Environmental Review to reflect the notion that 'environment' means a connection to both human and natural environmental systems." Pennsylvania Ave SE—and the other winning projects and programs—exemplify FHWA's priorities of safety, economic strength and global competitiveness, equity, climate and sustainability, transformation, and organizational excellence. With almost 180,000 vehicles crossing daily, the Kosciuszko Bridge reconstruction needed to improve traffic flow and alleviate congestion. The original bridge was opened 77 years ago when the population and landscape of New York were dramatically different. WSP in the U.S. worked with the New York State Department of Transportation throughout the design and construction of the new bridge, serving as engineer of record and owner’s engineer during two critical phases. The Phase 1 contract was NYSDOT’s largest ever and one of its first design-build contracts. Two new state-of-the-art, cable-stayed bridges went up to service Queens and Brooklyn-bound traffic separately. The reconstruction also enhanced access for bikes and pedestrians with 20-feet-wide bikeways and walkways. The second span of the bridge opened for traffic in 2019 a full four years ahead of schedule. PA DEP continues to make a push to reduce the backlog of NPDES Construction Permits. Long the headache of developers and engineers, the timeframes of review by PA DEP have often been excruciatingly long. Originally a guarantee program was implemented but never seemed to improve turnaround times. Then DEP finally agreed to allow local Conservation Districts to hire engineers to review General Permits. Now, DEP is finally going to work with a select group of these existing Conservation Districts to review up to 3 Individual Permits per year. "This is our turn. This is our system. Previous generations have given you the transportation systems that you enjoy. It's. your turn to give to our generation. We'll pay for it. Just get it up and running. This defines how we will access our employment and vacation destinations." This was during public comment at the April 2012 California High-Speed Rail Board of Directors Meeting" as spoken by Ryan Heller and David Kennedy. They are of the Millennial Generation, and I am of the X Generation. I feel like the generation that came before me, the "Me" Generation really "dropped the ball" by taking away our jobs and "kicking the can down the road". As I explained during public comment. at the CEO Search Committee Meeting this past April, my mission is this: "Through prosperity and poverty", I want to model the X Generation as one who corrects the wrongs of my previous "Me" Generation, and deliver to the Millennial Generation as one who properly delivers the state-of-the-art infrastructure to the Millennial Generation because this is what they want. Filter versus drain Interesting text from FEMA - FEDERAL EMERGENCY MANAGEMENT AGENCY (2011): Historically, the terms filter and drain have held different meanings for different authors, and their use as both nouns and verbs has led to some confusion. Filter material provides both particle retention and drainage in embankment dams. Therefore, a single material can retain or filter particle movement from a base soil and have sufficient permeability to act as a drain. Since the designed material performs both functions, the terms have become interchangeable, especially in relation to where the material is used in the embankment cross section. This has led to some authors using the word drain for a filter and vice-versa. Others have chosen to combine the terms into filter/drain, filter-drain, and filter and drain. Typically, the distinction between these terms can be made based on the stage (sequential pattern or interval). As described, a first-stage filter protects the base soil (core), and its primary function is particle retention. In many instances, a second-stage material will also be used, and its primary function is to provide drainage. While both materials meet particle retention and drainage criteria, the emphasis of the first stage is on particle retention, and the emphasis of the second stage is on drainage.
