In recent years, we’ve seen the government return to a large-scale technology procurement approach, writes Stephen Foreshew-Cain – Scott Logic CEO and former Executive Director of the Government Digital Service (GDS) – in this blog. It's an approach that GDS was explicitly set up to tackle, learning lessons from past mistakes so they weren't repeated.   As Steve states, "When we outsource our national digital public infrastructure by procuring from big IT consultancies, we create the conditions for the next Horizon." 🔽 See DoD's input request below 🔽 Time for some of those great ideas batted around on LinkedIn to reach the right people in DoD, particularly how to reach small businesses and non-traditional defense contractors and bring them into the fold early in the design, development, and testing processes. The DoD needs DIB expansion. AI, like it or not, is the next big initiative for DoD and most Federal agencies. DoD needs help to make it happen and leveraging AI is going to be an avenue to get it done.

iTnews annual budget coverage of funded IT projects in the 24/25 federal budget. Shared with thanks and link attached. "The federal government has outlined at least $2.8 billion in planned investments in technology systems and policy development over the next four years, eclipsing last year's $2 billion. $580.3 million over four years, and $139.6 million a year after, for Services Australia to sustain and keep developing the myGov platform.   $448.7 million over 11 years to "establish Australia’s partnership with the United States on the next generation of the Landsat satellite earth observation program (Landsat Next)". $466.4 million in equity and loans to go to PsiQuantum to build a quantum computer in Queensland. $288.1 million over four years to boost adoption of Digital ID.   $206.4 million over four years, and $7.2 million a year after, to "improve the data capability and cyber security" of the Australian Prudential Regulation Authority (APRA) and the Australian Securities and Investments Commission (ASIC), and "to continue the stabilisation of business registers and modernisation of legacy systems".    $196.8 million over three years to support the delivery of the 2026 Census, "including ensuring safe collection and storage of Census data, activities to increase engagement and participation and facilitating access to the Census through myGov."   $187.8 million over four years, and $11.1 million a year after, "to upgrade ICT and security at DFAT premises".   $174.5 million over two years for ICT infrastructure in Aged Care that is "needed to implement the new Support at Home Program and Single Assessment System from July 1 2025." $161.3 million over four years to develop and implement a National Firearms Register.   $160.7 million over four years, and $24.6 million a year after, to upgrade the NDIS Quality and Safeguards Commission’s IT systems and improve cyber security, among other outcomes.   $145.4 million over two years from 2024–25 to maintain the National Measurement Institute’s core scientific measurement and ICT capabilities.   $83.9 million over two years "to boost fraud detecting IT systems at the National Disability Insurance Agency (NDIA)". $78.7 million for upgrades to ICT to enable the ATO "to identify and block suspicious activity in real time".   $68.6 million over five years to increase resourcing for the digital services contact centre for people using Workforce Australia Online services.   $68 million for a range of First Nations digital inclusion programs, including $40 million "to roll out community wi-fi in remote communities"; $22 million for a "First Nations Digital Support Hub and a network of digital mentors to increase access to online services and improve digital literacy and online safety among First Nations people"; and $6 million "to improve national data collection on First Nations digital inclusion."

Last week I asked what was the top factor, in your opinion, that will impact AI adoption in the DoD and IC. The options were quality data, lack of skilled talent, senior leader buy-in and middle management buy-in. No surprise to me that of 18 poll responses, 50% picked lack pf skilled talent as the main challenge to AI adoption. What was a surprise is that senior leader buy-in and middle manager buy-in tied for the second biggest challenge. Both received 22% of the votes. Lack of data quality was a distant fourth with 6% of the vote. Lack of data quality coming in fourth is of interest because most of the CDAO speakers talk a lot about data quality as an important effort and goal of the DoD. However, the responses to this question (while limited) tell us that AI adoption is a PEOPLE issue. Thanks for your participation. FedLearn

Government Contracting #govcon seems to be a labyrinth 😕to many outsiders and newer folks coming into the space. I once created an Access database🧮 at a previous employer many years ago to highlight the importance of good data management and common unique identifiers... As the company tended to have some byzantine processes and nomenclature that I was trying to flesh out and focus 🔍on measuring the things that matter. So I've seen quite a bit of diverse contracts from over $100M 💰annual jobs to ones under $100K. I believe the process is essentially the same to ensure a smooth transition from pre-award to 🥇post-award. It starts with being able to accurately code 🔣your contract into your system of record. Do your #proposal 📚and #pricing 💵documents match the contract award 📝documents? Check that before you 🖋sign! Had an experience recently where there was some ambiguity 😵with a contract modification document in what it was doing as it relates to the changes we proposed. Some contracts get complex when you get to a dozen mods or so with many CLINs, SLINs, and 🗜ARCNs... IYKYK We both had differing interpretations🗣 as we worked through the document. There was a 💪🏼challenge with all the moving parts and new CLINs added and old ones removed and it turns out that we both had the same initial confusion that it wasn't done correctly... However, when we dug ⛏deeper into the changes in Section B (contract values) and Section G (funding values) we determined that this customer was doing It's important to have a uniform 🥋methodology on how you read and review your contract documents before you sign it and book the funding and contract values in your accounting system. Set your books up right the first time, or you'll pay💸 for it over-and-over again each month. And get the right people 🤼 and departments involved! Make it a great week 👊🏼
