According to a new analysis by Headwaters Economics and the Bill Anderson Fund, federal maps designed to identify at-risk and in-need communities may be failing to identify those at the lower end of the capacity spectrum. The researchers not that although the Council on Environmental Quality’s Climate and Economic Justice Screening Tool (CEJST) and FEMA’s Community Disaster Resilience Zones (CDRZ) show that federal agencies are making important progress to identify needs and prioritize resources, neither CEJST nor CDRZ incorporates factors that represent local government capacity barriers. https://lnkd.in/gSEErjgB

NYS Green Resiliency Grant Program To celebrate Earth Week, Governor Kathy Hochul announced $60 million for the inaugural round of a new Green Resiliency Grant (GRG) program. The new program will provide grants to flood-prone communities and help them undertake innovative green infrastructure projects such as green roofs, green streets and permeable pavement. “Extreme weather events have become a regular occurrence in our state, and strong and sustainable infrastructure is our first line of defense,” Governor Hochul said. “The Green Resiliency Grant program is an important step to build more durable infrastructure and protect our communities for generations to come.” GRG is a competitive grant program designed to support communities in implementing transformative green infrastructure projects and provide benefits such as: •   Safer, more resilient communities: Mitigating flooding to better protect our homes and businesses. •   Cleaner water and air: Reducing and treating stormwater at the source. •   Cooler cities: Reducing urban heat island effect creates a more comfortable environment. •   Thriving ecosystems: Restoring habitats helps us bring nature back to communities. •   Vibrant communities: Beautification attracts investment and revitalizes neighborhoods.  Applications will go live starting May 1 on the Environmental Facilities Corporation (EFC) website. The EFC issued draft eligibility guidelines for public comment starting in March. EFC used public input on these draft eligibility guidelines to help inform development of the program. GRG may fund up to 90 percent of eligible project costs with a maximum grant of $10 million. GRG projects must have a minimum total project cost of $1 million and positively impact a minimum of 100,000 cubic feet of stormwater runoff annually. Eligible projects include those that address combined and/or sanitary sewer overflow during extreme weather events and those that combine green infrastructure and nature-based features to ensure climate resilient infrastructure. Excited to join the upcoming panel at the CaGBC #BuildingLastingChange conference in Toronto next week! I'll be participating alongside Zahra Teshnizi, Rob Cooney, Lisa King, MA, and Kelly Alvarez Doran to discuss the "Roadmap to Achieving a 40% Reduction in Embodied Carbon by 2030". This session will explore what a roadmap to achieving the vision of a 40% Reduction in Embodied Carbon in new buildings by 2030, set by the World Green Building Council, should include in Canada from many perspectives. There has been a tremendous amount of great work across Canada in developing policy, data and guidelines, and practical approaches to assessing and reducing embodied carbon in construction. Panelists from leading jurisdictions and industry experts from leading LCA consultancies, research centres, and architecture firms will provide their perspectives on what it will take to accelerate embodied carbon reductions in construction. The discussion will focus on best practices in policy, design, and what data and tools are required to meet this ambitious target, and how governments and industry can prepare for potential embodied carbon requirements in future building codes. #embodiedcarbon

✍ Today, we're publishing a new policy memo to support proactive, justice-centered climate-driven relocation in U.S. coastal cities. In the face of worsening climate impacts like sea level rise, erosion, and storm surge, the intentional movement of people away from climate-vulnerable areas to more resilient neighborhoods will be necessary to provide lasting safety for coastal residents. By leveraging federal resources and working directly with impacted communities, coastal cities have an opportunity to shape an equitable and innovative national framework for climate-driven relocation. In 2023 alone, more than 3 MILLION people were displaced by natural disasters. For a sense of scale, that is like the entire Mississippi, Kansas, or Arkansas populations moving to a different state. Of these disasters, 45% were from hurricanes and 23% by floods. As these and other climate impacts intensify, we must begin planning for the intentional relocation of people away from climate-vulnerable areas to more resilient and stable neighborhoods. Our friends at the Urban Ocean Lab have outlined recommendations to help coastal cities ensure that future relocation processes are equitable and provide lasting safety for their residents.

A new tool from NOAA: National Oceanic & Atmospheric Administration & Centers for Disease Control and Prevention is helping cities to forecast and mitigate the health impacts of extreme heat. Known as HeatRisk, the dashboard allows users to see upcoming high temperatures within their zip code — up to a week in advance. The tool will be critical for addressing the disproportionate impacts of heat on communities of color, which experience higher rates of heat-related illness. Read more: https://lnkd.in/g66AU3YX

Today’s budget announcement confirmed deep cuts to critical climate resilience programs, including funding for coastal resilience and sea level rise protections. There is still a way to make progress on equitable climate resilience if the legislature and governor agree to pass a #ClimateBondNow. Climate change won’t wait for better budget years, so we can’t afford to delay funding for wildfire, drought, heat, and flooding protections. We need Governor Gavin Newsom, Senator Mike McGuire, and Robert Rivas to lead on climate and put a climate bond on the November ballot.
