Together with UnitedHealthcare Community & State, we were honored to support Impact on Education's implementation of wellness centers in local high schools throughout the Boulder Valley and promote integrated mental health support for students. The centers are having a positive effect, with recent reporting showing that more than half of the 1,200 students who visited in the fall of 2023 have had multiple visits. Nonemergent cases of ED utilization are not only costly but also can indicate broader challenges individuals face that impact health outcomes. A 2022 report from the Colorado Department of Health Care Policy & Financing - HCPF found that each year, approximately 25% of Health First Colorado members visit the emergency room at least once for care and that 4% of members — many who face housing instability — went to the ED six times or more in a 12-month period and accounted for more than 20% of ED visits. Educating members about when to utilize emergency care is paramount to decreasing costs and empowering them to make informed decisions about their health care. With support from Rocky Mountain Health Plans, St. Mary's Regional Hospital (now Intermountain Health St. Mary's Regional Hospital), launched the Integration to Minimize Potentially Avoidable Costs (IMPAC) Program to help drive improved health outcomes and patient experiences for people with co-occurring physical and behavioral health conditions and to reduce avoidable ED utilization. In its first year, the program saw a 66% decrease in ED visits across the combined group of patients, and patients reported high satisfaction with the program and an increase in their health care needs being met.
