Join us in welcoming Ronald Appel to the Harmonia Team! ☀ Ronald Appel, Jr. is Harmonia’s Vice President for Law Enforcement and Cyber. He has over 30 years of law enforcement experience to include 24 years with U.S. Immigration and Custom Enforcement’s Homeland Security Investigations (HSI). Mr. Appel was recently the acting Deputy Assistant Director for HSI’s Cyber and Operational Technology division serving as the senior executive managing a $170M discretionary budget with 330 direct reports. In this capacity he supported HSI and the Department of Homeland Security by improving methods for managing different types of information and operational technology and directed how those tools were shared with other agencies and organizations. Cyber and Operational Technology also houses HSI’s Innovation Laboratory and Technical Operations Center. Both directly support HSI’s law enforcement and mission support programs by helping to develop major advancements in technology used to combat crime. Prior to this assignment, Mr. Appel was the Division Chief for the Department of Homeland Security’s Cyber Crimes Center which provided a wide range of digital forensic, cyber intelligence and investigative support for HSI and the Department of Homeland Security. The Cyber Crimes Center provided programmatic oversight, training and coordination for cyber-enabled and cyber-dependent criminal investigations. Mr. Appel managed a $75M discretionary budget and had 220 direct reports which included special agents/criminal investigators, technical experts, intelligence officers, Department of Defense (DoD) personnel, Information Technology, human resource and administrative support personnel as well as contractors. We are happy to welcome Ronald Parker to Team Harmonia! ☀ Mr. Parker will serve as Harmonia's Vice President & Portfolio Manager, Fed Civ-Commerce & Treasury. He has over 30 years of extensive experience leading all phases of diverse technology projects. He has experience managing Profit and Loss, the lifecycle of systems to include Systems Analysis, Systems Design, Application Lifecycle Management and expert-level Enterprise Architecture guidance for multiple Commercial, DoD and Intel customers. He is well versed in evaluating and delivering emerging technologies and enterprise-level systems with demonstrated leadership skills that result in increased productivity and efficiency while minimizing cost.   Mr. Parker has proven skills in directing bid and proposal, risk management, quality assurance, change management, and resource development activities in multi-level contractor/government environments. A veteran of the US Army, Mr. Parker served as a member of the Signal Corp stationed at the Pentagon.   Mr. Parker holds a BS in Mathematics from Virginia Union University and an MS in Management Information Systems from Strayer University, in addition to PMP, CCNA, MCSE and ITIL V.3 certifications. A proud husband and father, Mr. Parker lives in Alexandria, Virginia. As Founder and President of his local area soccer club, Mr. Parker spends his spare time coaching and providing opportunities for disadvantaged youth to train and compete at the highest levels. We are excited to welcome Allan Millington, who joined Harmonia as Sr. VP of Growth on May 20, 2024. Allan brings 25 years’ experience leading software delivery systems to Harmonia from both the private and public sectors. This includes 13 years with the Department Veterans Affairs Office of Finance where he served as a thought leader in Financial/Acquisition Systems, IT Program Management, and IT innovation. He held several roles while there including Data Conversion Director, Product Owner, Project Manager, Systems Accountant Lead, and Data Director. Allan launched several new organizational wide initiatives to the VA - USASpending.gov, Data Act, and 3 successful waves for the Financial Management Business Transformation (Momentum). His skillset was implemental in introducing new methodologies, tools and practices while increasing project velocity, capacity and reducing costs. In private industry, Allan has implemented Oracle Financials ERP systems and led development teams releasing commercial financial software. Allan has a Bachelor of Science in Business Management and Finance from New York Institute of Technology and proudly served in the Army and Army National Guard – THANK YOU Allan for your service!
