Our white paper with Observer Research Foundation assesses Carbon Pricing instruments and its role in India's carbon market. In India, the purpose of Carbon Markets, at least in the short to medium term, is to increase #EnergyEfficiency and reduce #emissions per unit of output, while continuing to drive economic expansion. The authors Mannat Jaspal and Manjusha Mukherjee conclude that "Carbon pricing is by no means a silver bullet, but by leveraging its unique strengths, embracing innovation, and fostering international collaboration, much can be achieved". "Half of India’s population depends on agriculture for income and livelihood. Per capita rural incomes are lower than national averages. The sector is hugely fragmented with nearly 150 million operational farms, 30 million farmers involved in backyard poultry, and 30 million fisherfolk on 160,000 fishing vessels. This level of disaggregation serves to make the case for both the opportunity and the imperative for a digital and data technology revolution." "India’s pharmaceutical industry is a global powerhouse...This shining star does however have two chinks in the armour that industry leaders will be well served to address. One is the need for the sector to invest more in research and development (R&D) for the innovations that will fuel long-term competitiveness... "The second chink is its climate and environmental footprint. It is not intuitively thought of as a high-emissions sector, but one study found that the emissions intensity of the world’s top 15 pharma companies was 55 per cent higher than comparable figures for automotives, which are more conventionally regarded to be a high-emissions sector. Indeed, another study made the comparison that if healthcare was a country, it would be the world’s fifth largest emitter." As a new government prepares to take oath in India, there will be much to determine. Inspiringly, one thing that has broad consensus is the critical need to address climate change. I outline what I think are the 6 priorities for India for CNBC-TV18. Energy: Economic growth requires energy - but accelerating the capacity and utilisation of renewables energy will reduce the emissions intensity of energy. Water: Left unchecked, there is a real risk for groundwater - which is essential for drinking and agriculture. Scaling up science-based practises is critical. Forest Cover: The single biggest carbon sink we have is our forests and biodiversity. A mission-mode approach to these sectors is the need of the hour. Agriculture: Farmers are at the frontline of climate change and everything needs to be done to serve their interests. Industrial Efficiency: India Inc. needs to start investing mindspace and money to realise the shareholder value creation opportunity from responsible business. Climate Tech: The Indian economy will double every decade for the next few decades. Climate tech is one way that emissions do not grow at a same rate. Do read more here.
