NABSAMRUDDHI Finance Limited and The Blended Finance Company Join Forces to Boost Climate-Focused WASH MSMEs NABSAMRUDDHI Finance Limited (NSFL) and The Blended Finance Company (TBFC) have entered a Memorandum of Understanding (MoU) to leverage catalytic capital for supporting climate focused WASH MSMEs. The MoU outlines the shared intent of Nabsamruddhi and TBFC to collaborate on the design and structure of blended finance programs. The goal is to enable substantial capital deployment, sustainable returns for investors, and maximized leverage for donors. Both parties aim to co-develop and effectively implement blended finance solutions. Nabsamruddhi has been a dedicated lender in the WASH sector since 2017, lending to households and WASH-focused MSMEs through partner Financial Institutions with concessional refinance from parent NABARD - National Bank for Agriculture and Rural Development and technical support from knowledge partners such as Water.org, Sa-Dhan Association and FINISH Mondial. Recognising the interconnectedness between climate change and unsafe WASH, Nabsamruddhi had launched its pioneering Climate Ready WASH funding programme covering both households and MSMEs, further solidifying its commitment to promoting sustainable solutions in this critical sector. This initiative has highlighted several market failures in financing climate-focused WASH MSMEs that can be effectively addressed through the strategic use of blended finance instruments. Blended Finance Private Limited has been developing blended finance programs for investors and donors by combining high-quality design, rapid fundraising, and seamless performance management. By combining their resources and expertise, Nabsamruddhi and TBFC are confident that they can create a powerful and impactful initiative for climate-focused WASH MSMEs. Beyond its potential financial contribution, Nabsamruddhi is committed to playing a proactive role in the success of this facility through a holistic approach. It has the infrastructure to serve as the central pooling entity for all commercial capital, which can be on-loaned to MSMEs and partner NBFCs. Leveraging its existing relationships within the NBFC sector, Nabsamruddhi can actively engage and bring on additional NBFC partners to participate in lending for this blended finance facility. This partnership is expected to mobilize substantial amounts of capital that would unlock financial resources at the scale needed to meaningfully address India’s most pressing development challenges in the area of Water and Sanitation. The past few weeks have been eventful for team The Blended Finance Company! We moderated a session on unlocking blended finance in Asia at AVPN’s global conference, co-hosted a workshop with CLASP to explore the role of blended finance in PURE tech business models, shared insights on leveraging outcomes-based philanthropy using the Social Stock Exchange at a discussion organized by the NSE India, and participated in a discussion on blended finance innovations for climate investments organized by Nishith Desai Associates. Interest in #blended #finance is rapidly growing, the following are our key cross-cutting takeaways from these wide-ranging conversations: 💡 Private finance's importance as a development enabler is now well accepted, with the focus now shifting towards clarifying its role and accelerating participation, supported by catalytic capital and simplified structures. Our recent work in the #climate, #agri, #livelihoods, and #WASH has demonstrated the pivotal role that private capital can play in creating sustainable impact at scale. 💡 Different sectors are taking different pathways towards blended finance adoption. While agri and livelihoods lean towards #beneficiary #financing, climate initiatives also involve large-scale #government and #industrial #interventions. Success in blended finance requires sectoral insights as much as structuring expertise. 💡 Collaboration between #philanthropic and #commercial capital providers is growing in effectiveness, and platforms and convenings will play an increasingly important role in driving more inclusive dialogues. 💡 Philanthropic capital's desire to be #catalytic is stronger than ever, increasingly leaning towards "learning by doing" over “reaching perfection before implementation”. In collaboration with CLASP and Dalberg, The Blended Finance Company recently convened a workshop to explore the transformative potential of innovative finance in advancing the adoption and scale of Productive Use of Renewable Energy (PURE) technologies. PURE technologies, such as solar irrigation pumps and biomass-powered refrigerators, are critical to promoting clean energy use, especially in developing economies where access to reliable electricity is a challenge. The workshop brought together a diverse set of stakeholders, ranging from #project #developers and #philanthropies to PURE technology users, #development #finance #institutions, #commercial #investors, and #legal and #transaction #advisors. This diverse gathering helped surface different perspectives, elevating substantial areas of alignment, areas of divergence and, most importantly, success stories that provide a template for future action. Key Takeaways and Insights: 💡 Successful pilots light the way: PURE technology pilots have demonstrated remarkable success, with philanthropic guarantees and blended finance structures facilitating access to capital. These pilots offer learnings that can support the design of such structures at scale. 💡 Technical support can unlock large-scale finance: Banks face hurdles in underwriting novel business models in the PURE technologies space, highlighting the need for technical assistance and capacity building to enable expanded lending activity in this sector. 💡 Philanthropies are keen to participate, but wary of transaction costs and regulations: Philanthropies recognize the power of PURE technologies in driving forward the de-carbonization agenda. They have a proactive approach and are interested in partnering with domestic capital providers for co-investment opportunities. 💡 Product design, and associated financing solutions, need to reflect the needs and voice of end-users: A nuanced understanding of end-user segments, and their economic drivers, can help drive both product and financial solution design. Often, such design is driven by a more macro understanding of challenges, which leads to suboptimal outcomes. As we reflect on the outcomes of our workshop, it's clear that #collaborative #action via #innovative #finance #mechanisms can drive adoption at scale of PURE technologies, supporting the #global #energy #transition. The Impact Investors Council (IIC) orchestrated a Roundtable discussion on ‘Leveraging Blended Finance for WASH Financing’ on February 29, 2024, in New Delhi in collaboration with Water.org. Kicking off the session, GIRISH AIVALLI, CEO at IIC, delivered opening remarks where he detailed the significance of exploring innovative financing mechanisms to address the pressing needs of the Water, Sanitation, and Hygiene (WASH) sector in India. Mark Tegenfeldt, Director, General Development Office at USAID, took the stage with a lightning keynote, shedding light on the global perspective of climate impact investing and its relevance to WASH initiatives. Following this, Sajid Amit, Executive Director at Water.org, delivered a keynote address focusing on the challenges and opportunities in mobilizing capital for WASH projects. The roundtable also featured presentations from key stakeholders in the WASH sector, including Sudhir Arya - Director, Financial Institution Partnerships, South Asia from Water.org, Dr. Dinesh Mehta - Professor Emeritus from CEPT University, Sandeep Sheth - Manager Sustainability - Unilever, and Venugopal Gupta - Managing Director, Acceleration from the Toilet Board Coalition. These presentations provided valuable insights into existing financing structures and showcased successful case studies of WASH projects implemented in collaboration with various stakeholders. Kartik Desai, Founder & CEO of Desai & Associates, then shared insights from D&A's study on potential untapped areas within WASH, followed by a robust dialogue on regulatory landscapes for blended finance in the sector by Meyyappan Nagappan, Partner at Trilegal. After the presentations, the event transitioned into a moderated open discussion, led by Kartik, where participants engaged in conversations for catalyzing additional capital for the WASH sector, thereby, allowing attendees to engage directly with the speakers and delve deeper into the topics discussed. The roundtable further facilitated focused group discussions (FGDs), where participants engaged in-depth on topics such as developing financial products tailored for WASH projects, investment opportunities in innovative WASH technologies, and aligning grant capital with long-term sectoral goals. Each group presented their key observations, highlighting the diverse perspectives and potential solutions to enhance investment in the WASH sector. The event concluded with closing remarks by IIC, emphasizing the need for continued collaboration and innovation to drive sustainable development in the WASH sector. This comprehensive discussion provided a platform for diverse stakeholders to explore collaborative opportunities to address the challenges in the WASH sector effectively.
