Kathy Flanagan Payton Kathy Flanagan Payton is a member of the Federal Reserve Bank of Dallas Community Advisory Council.

She is president and CEO for the Fifth Ward Community Redevelopment Corp. (FWCRC), where she oversees the implementation of the comprehensive community revitalization of Houston’s historic Fifth Ward. FWCRC catalyzes resources to build and preserve an inclusive community by developing places and opportunities for people to live, work and play. Currently, she is 1 of 16 field catalysts with the Center for Community Investment, which fosters innovative collaborations to improve investment opportunities in urban, midsized and rural communities. Flanagan Payton also has led initiatives that focus on wealth and asset building for Blacks, building capacity for Black women developers, and reducing disparities for Black, indigenous and other people of color. 

Flanagan Payton was a 53rd NAACP Image Award nominee as executive producer of the documentary “Memory Builds the Monument.”

She has served on the boards of TIRZ 18, Central Houston Inc., Kinder Institute and the Center for Urban Transformation. 

Flanagan Payton received a BBA in finance from the University of Texas at Austin and an executive certification in nonprofit management from Rice University. She also received a NeighborWorks America executive education certificate from the John F. Kennedy School of Government at Harvard University.
