Dallas man is arrested after taking upskirt photos of woman at Walmart before punching cop and grabbing Taser

A man took upskirt photos of women at a Walmart before punching an officer who tried to detain him, cops said.

Keevis Jumon Holland, 41, has since been incarcerated as a result -  after allegedly filming women underneath their dresses at the store in Irving, Texas, on July 1.

The suspect hails from a town that's a suburb of Dallas, some 30 miles away, cops said. His actions were foiled by an off-duty police officer, tipped off by staffers who saw him wearing his fully-marked police uniform.

An altercation ensued, during which a cuffed Holland got his hands on the officer's Taser, before running and driving off. 

Cops in Irving went on to match the perp's license plate to Holland, while identifying him as the suspect due to his driver's license photo. An arrest followed - just a day removed from the initial incident. Officers are now vetting the case.

'Like, I almost don't believe it,' said Omar Ayala, one of Holland's neighbors, of the recent bust.

'They had normal clothes on, but they had guns and, like, vests on and everything,' he said of the SWAT team.

'And they were yelling from the microphone saying "Come out, come out."'

In a somewhat anti-climactic development, though, Holland was not at home at the time, cops said.

However, he would turn himself in a few hours later, showing up at the Dallas County Jail that very evening.

Ayala went on to state how he was surprised because his neighbor seemed like a nice guy, despite the fact he has several prior offenses.

One of them is eerily identical to the recent incident, and saw Holland plead guilty in 2017 to secretly recording women on two separate occasions at another Walmart in West Dallas.

He was sentenced to one year in prison, due to him being on parole at the time for aggravated robbery - an offense that saw him slapped with a sentence of 20 years.

This time around, he faces charges that include aggravated assault of peace officers, as well as taking a weapon from an officer and assault causing bodily injury.

This comes as a result of the altercation that occurred as the off-duty officer from the East Texas town of Ore City tried to detain Holland.

The unnamed officer attempted to detain Holland in handcuffs, before being punched several times in the face by the perp's partially cuffed fist.

Irving cops said in a statement that 'as the officer placed a handcuff on [Holland's] left wrist, [Holland] turned around and began striking the officer's face and head repeatedly with closed fists.'

The officer was hit with the loose handcuff with each punch, cops said - recalling how the restraint opened a cut on his head.

'The officer then fell to the ground before dropping his department issued Taser, which Holland proceeded to pick up and point at the officer.

He did not discharge it, however, and ended up fleeing before driving off and getting tracked down/

As of writing, Holland is being held on $152,000 bond, despite the absence of an invasive visual recording charge. Such an offense is considered a felony in Texas, and is punishable by a stint in a state jail for no more than two years - or at the very least, 180 days

To be found guilty, prosecutors will have prove in state court Holland intended to invade the women's privacy during his alleged recordings.

That said, there are some places in the US where the act is not considered illegal, namely Massachusetts.

The act there is protected - as the women are considered to be clothed and not nude nor partially nude.

A bill was proposed to amend this back in September, but it has yet to be signed into law. As for the recent incident, more charges could be filed. Irving cops have not detailed the condition of the off-duty officer.
