Shock new secret pictures and statements from Dan Andrews and his wife Catherine have shed light on the moment their car collided with a cyclist amid a growing political storm. 

Ryan Meuleman was 15 when he was badly injured in the crash with the Andrews' family Ford Territory SUV as they returned to their holiday rental home in Sorrento, on the Mornington Peninsula, in January 2013.

Mr Meuleman suffered a punctured lung, broken ribs, internal bleeding and lost 90 per cent of his spleen because of the incident - but claims that he was banned from discussing the crash when he accepted an $80,000 compensation payout for his injuries in 2016.

Now new police pictures revealed under the Freedom of Information Act show for the first time the damage to the SUV and the Andrews' official statements to police about what happened.

Mr Meuleman insists he was slowly cycling down a gravel path on his sister's bike before he crossed a road in Blairgowrie when, he claims, the Premier's speeding car suddenly appeared and hit him. 

The Premier has always insisted the cyclist suddenly emerged from the pathway and T-boned into the side of the car, which his wife was driving at the time.

'The cyclist was travelling at speed and hit our car at a perfect right angle very heavily,' Mr Andrews told police in his official statement. 'I want to make it clear - the cyclist hit our vehicle.' 

Mrs Andrews said: 'My recollection of the incident is the cyclist completely shattering and compressing the windscreen directly in front of me on the driver's side.

'It was almost as if the cyclist had been dropped on our car from above'.

The pictures just released - grainy photocopies of the police originals - show the SUV's windscreen smashed from a heavy impact on the driver's side. 

But they also show damage to the front corner bodywork ahead of the front tyre which the Meulemans insist supports their claim the Andrews drove into Ryan, now 24.

The pictures have never been seen by the Meulemans who say they have been denied access to details of the case since accepting $80,000 from the Transport Accident Commission.

'This is the first time I’ve seen these photos,' said Ryan's father Peter after he was shown the newly-released files by the Herald Sun.

'Why didn’t the police give them to us when we asked for the crash report? Clearly, these photos show his car hit my son. There was no T-bone to the side of the car. 

'We are seriously shocked by the lies that we have been told about the circumstances of the crash.'

Police failed to breathalyse anyone at the scene and never interviewed Ryan about the crash after he was initially too ill to talk and then never followed up with him.

Ms Andrews said she was driving the SUV at the time of the accident but the premier then drove it from the scene to take their distraught children to the family's nearby rental home. 

The police summary of their investigation, also just released, reveals they concluded the crash damage matched the Andrews's account and said they would be taking no further action.

Now, just two weeks before the Victorian State elections, the Meuleman's lawyer George Defteros has demanded police re-open the investigation.

He claims normal procedure would have seen the Andrews' car impounded for forensic examination and the driver breath-tested, but neither occurred. 

'We are entitled to speculate that this normal procedure probably did not happen because a very senior politician was involved,' he told the Herald Sun.

The files also reveal the Andrews did not give statements to police until a month after the crash, following complaints from Ryan's father that the police probe had been biased.

In February, 2013, Mr Andrews told police: 'We had turned right from a stationary position into Ridley St. 

'Moments after we turned a cyclist collided heavily with the side of our vehicle. The first I saw of him was when he smashed into the windscreen on the driver's side.

'My wife stopped the car immediately and provided assistance and comfort to the cyclist.'

He added: 'This was a deeply traumatic event for all involved. I can only say I'm thankful that the young cyclist was not more seriously injured.

'I wish him good health and a complete recovery from his injuries.'

His wife stressed in her statement that she was the driver at the time of the incident and said she had been going slowly as she had to stop at the junction to allow a learner driver to pass.

She insisted no-one in the car saw him before he smashed into the windscreen.

'Our car was heavily struck on the front driver's side by a cyclist who it seems was attempting to cross Ridley Street at speed from the bike path that runs parallel to Melbourne Road,' she told police.

'My recollection of the incident is the cyclist completely shattering and compressing the windscreen directly in front of me on the driver's side. 

'It was almost as if the cyclist had been dropped on our car from above. At no time was he visible from the road. 

'I had no opportunity to swerve and could only apply the brakes after he had collided with our vehicle. At no point was he visible to me or any passenger in our vehicle until he collided with us.'

She added: 'As a result of the collision the front windscreen smashed and glass was thrown through my car, I received abrasions to the inside of my upper legs from the glass.

'It was a very nasty collision and I sincerely hope that the cyclist involved makes a full and complete recovery.'

The summary of the investigation concluded: 'No further police action.

'Cyclist was traveling along the unpaved service road and crossed Ridley St into the vehicle as it turned right. 

'Cyclist collided with the front drivers side of the vehicle, causing the cyclist to be ejected onto the windscreen, causing it to smash. 

'Nil witnesses, police unable to speak with cyclist, however damage to vehicle is consistent with driver's story.'

Mr Bowen said the police report revealed 'an extraordinary departure from normal police investigative procedure.'

He added: 'Further independent investigation of what appears to be a grave failure of the criminal justice system in Victoria is clearly justified.'
