E-platform to enhance GBA collaboration in dispute resolution

An online collaborative platform was launched on Thursday to enable justice institutions in the Guangdong-Hong Kong-Macao Greater Bay Area to integrate dispute resolution resources and better serve enterprises in the region and beyond.

The platform, initiated by eBRAM, a Hong Kong-based international online dispute resolution service provider, provides one-stop information on dispute resolution services in the region, including official websites of the region’s arbitration and mediation organizations, related rules in the two fields, and a directory of mediators.

The establishment of this platform marks the progress made in joining various alternative dispute resolution institutions and arbitration commissions in the GBA to collaboratively develop and integrate legal services, said Thomas So Shiu-tsung, chairman of eBRAM

It also enables major arbitration and mediation institutions to negotiate, cooperate in business and promote dispute resolution, while facilitating the implementation of common legal instruments related to dispute settlement in the GBA.

As of Thursday, 11 institutions from GBA cities had signed the memorandum of understanding with eBRAM.

He said he hopes to cultivate more legal professionals who are proficient in legal technology and have a deep understanding of the Chinese mainland’s legal system, Hong Kong’s common law, and international law.

By leveraging high-tech industries in mainland cities of the GBA and Hong Kong’s international connections, he aims to provide high-end employment opportunities for young people in the region, creating a robust ecosystem for legal technology development.

Horace Cheung Kwok-kwan, deputy secretary for justice of Hong Kong, said that in addition to connecting arbitration and mediation institutions, the platform aims to help the public understand the services and advantages of the institutions, and other legal resources in the GBA.

During the launching ceremony, representatives of arbitration and mediation institutions introduced their services and strengths in a sharing session.

Li Xiongfeng, deputy director of the International Cooperation and Development Department of the Shenzhen Court of International Arbitration — one of the legal institutions joining the platform — said he believes that the platform will help promote high-quality international economic arbitration and legal services in the GBA to the world.

Li noted that the GBA cities have different legal systems and economic models, and that such a distinction is a natural advantage for the region to offer diversified legal services.
