  • Last week, Peter Barnett, chair of our SOLLA Advisory Board shared his insights on the House of Commons Library Research Briefing, entitled 'Introducing a cap on care costs.' It made for a very interesting read, laying out the landscape in which any decisions that may be taken must operate, how we got here and where we are starting from. Peter’s article is available to read for all our SOLLA members: https://lnkd.in/ddri-Rxj Since then, it’s no surprise to many that the new Government has announced that in its October Budget, it plans to means test Winter Fuel Allowance and to cancel the Dilnot Care Funding proposals. And Peter shares his additional thoughts and insights here: “Unfortunately, the WFA was never guaranteed. It was a one-time political give away, just like mortgage tax relief, and what politicians give they sometimes take away. The total increase in state pension and other benefits to pensioners is broadly in line with universal credit and disability benefits at around 6.5%, and if this is seen as too low in total, then voices need to be speaking out louder about the levels of escalation on working age benefits. And as for the demise of free personal care for the elderly, as I say in my article, I wouldn’t be surprised if total care costs are split and the actual care cost paid for by the State and the accommodation/living costs element means tested. We all want good quality social care, but the harsh reality is that in the present economic circumstances, those whom it is deemed have the means to fund it, will be expected to do so from their own resources. The Government has also reiterated its promise not to increase tax rates or VAT on ‘working people’ and so it will have to fund the money it says it needs from somewhere else. So, along with other non-domestic tax raising measures, we should expect increases in Corporation tax and changes in the IHT landscape, especially on things like agricultural property relief which Labour in opposition identified as a loophole they would review if elected.   • We're so lucky at SOLLA to have a team of experts, all committed to improving the quality of advice for those in later life. Our recent Advisory Board meeting took place at London's Shard, the perfect place to discuss better conversations in later life advice, amidst the best views in the city. Important topics discussed were adviser vulnerability and the support advisers require whilst needing to support their clients, and an update on the upcoming SOLLA Green Tick standard. Feedback was shared on the improved processes and support for those taking the SOLLA Later Life Adviser Accreditation, as well as detailed planning for the upcoming SOLLA conference set for 8th October.   Huge thanks to our Advisory Board members for all the hard work you put into making SOLLA the best it can be!   • Sir Steve Webb will be joining us as a guest speaker at our SOLLA Later Life Conference on October 8th. The former pensions minister will be leading the discussion on ‘Thinking again about housing costs in-retirement.’ He’s raised some significant issues related to the number of mortgages set to run past state pension age. Ultra-long mortgages which may need retirement savings to pay off debt, increasing the risk of poor standards of living in retirement. Steve was Minister of State for Pensions between 2010 and 2015, implementing major reforms to the state pension system, overseeing the successful introduction of automatic enrolment and playing a key role in the new pension freedoms implemented in April 2015.  Awarded a knighthood in the New Year’s honours in 2017, he joined LCP as a partner in 2020, campaigning successfully to secure an estimated £2 billion in back payments for over 100,000 women who'd been underpaid state pensions.  More recently he's been working on proposals for reform of the DB funding system and on innovative ideas for decumulation in DC pensions. He joins an array of expert guest speakers who’ll be focusing on the importance of better conversations when it comes to later life planning.
