About us

The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.

  • [Public Sector Transformation Award 2024] SCDF is honoured to receive three awards at the Public Sector Transformation (PST) Awards Ceremony held on 10 July 2024. The PST Awards Ceremony is the pinnacle platform to recognise and reward public officers and agencies for achieving excellence in their work and organisational practices. Held at ITE College Central, the PST Awards Ceremony was held in conjunction with the opening of the Public Service Week 2024. Mr Chan Chun Sing, Minister for Education and Minister in charge of the Public Service presented the PST Awards to the respective agencies. Among the awards received by SCDF is the Exemplary Innovator Award - presented for the development of the Road Traffic Accident Extended Reality Simulator, a first of its kind. This is the third consecutive year that SCDF has received this award, which recognises officers or teams who inject innovation in their work to positively impact their stakeholders and build an innovative culture at their workplace. The two other awards received by SCDF includes the joint agency Agility Award that recognised SCDF’s contribution to safeguarding Singapore’s energy security and the Exemplary SkillsFuture @ Public Service Award.     💡 SCDF x DELL Technologies 💡 Lifesavers’ Innovation Challenge 2024 Always on a look out for fresh ideas because innovation is very much alive here at Singapore Civil Defence Force and is deeply embedded in our every aspects of our work. And one of the best ways to get fresh ideas is from students. This is the third year we have successfully collaborated with Dell Technologies in launching the Lifesavers’ Innovation Challenge and a total of 85 teams, more than 300 students took part in this very fulfilling lifesavers’ journey. Through the collaboration, students are able to go beyond ideate to create prototypes by leveraging Dell’s Cloud Native Architecture. This was further enhanced through the mentorship programme by both SCDF and Dell where mentors are attached to each finalist team. Congratulations to all winning teams! The top winning team is Team AAI Dons, a team of 4, year 1 students from Singapore Institute of Technology (SIT), in Applied Artificial Intelligence. They were also mentored by our Commander Fire Station of Tampines Fire Station, MAJ Goh Eng Khye. Winners and all finalists are also offered and invited to join our internship programme and the Final Year students given a career opportunity to join us so that they can further their ideas within SCDF. We thank Dell Technologies for the collaboration and we hope participating students had a great learning experience of applying technologies and working on real world problems.     [SCDF Supports Go Green SG 💚] In support of #GoGreenSG, the Ministry of Sustainability and the Environment (MSE) have lined up a week-long programme for MSE Family Go Green Week, starting with the MSE Family Sustainability Fair held at the ENV Building on 8 July 2024. Ms Grace Fu, Minister for Sustainability and the Environment, was the Guest of Honour at the event. SCDF officers, together with DC Teong How Hwa, Deputy Commissioner (Strategy and Corporate Services), joined the fair to share about SCDF’s sustainability initiatives. This includes the upcycling of decommissioned fire hoses and personal protective equipment into functional items such as enrichment toys for animals, pouches and card holders.     [Transformation in Emergency Response - Looking back, forward] SCDF held our Workplan Seminar (WPS) recently which we shared our #Transformation2030 plan driven by the vision of “Prepared, Even for the Expected”. Transformation 2030 connects us seamlessly to our next phase following a decade of transformation under the Transformation 2025 vision of #ANationofLifesavers. Interestingly, many concepts and initiatives which I shared in a written piece published in the #InternationalFireFighter of Dec 2020 (attached) are a reality today in the SCDF. In particular, the concept of Community First Responders (CFRs). Through our myResponder app, CFRs have responded to over 12,000 cases of cardiac arrest and minor fires between 2015 and Jun 2024 and they have helped saved some 80 lives - that’s many loved ones of families.     [Prepared, Even For The Unexpected - SCDF Workplan Seminar 2024] SCDF's annual Workplan Seminar 2024 was held yesterday (4 July) at Ngee Ann Polytechnic. Associate Professor Muhammad Faishal Ibrahim, Minister of State for the Ministry of Home Affairs and Ministry of National Development graced the event as the Guest of Honour. As part of our WPS, new initiatives in the areas of Community First Response and Emergency Response were unveiled in line with this year’s WPS theme of “Prepared, Even For The Unexpected”. These initiatives underscore SCDF’s commitment to developing future-ready operations to enhance the safety and effectiveness of our operational response. As we move towards our Transformation 2030 vision, SCDF also aims to foster a resilient society by connecting SCDF across people, systems, and communities.
