The Hanns Seidel Foundation (HSF) is a non-stock, not-for-profit, non-governmental entity (NGO) organized and existing under the laws of the Federal Republic of Germany with its main office in Munich, Germany. It supports programs and projects in more than 70 countries worldwide. The international cooperation program of HSF is funded by official sources, namely, the Federal Government of Germany, the Government of the Free State of Bavaria/Germany and the European Union. It has been active in the Philippines since 1979, extending development assistance to Philippine partner organizations mainly in the field of human resource and policy development ranging from training and education, community-based and top-level policy dialogues, research and publication, international/regional exchange, to project development.

Police officers in training affirm the benefit of conducting practical, case-based scenarios in various stages of pre-operations planning, and engaging with superiors and community leaders on matters relative to planned or on-going police operations. In training exercises conducted by Public Safety Junior Leadership Course students at the PNPTI Police Regional Training Center in Cebu City, emphasis was given how police officers in more senior roles should be able to harness their social communication and interpersonal skills, (verbal) conflict management and de-escalation, situational analysis and decision-making, a step up from their previous training as police recruits. Since 2014, the Hanns Seidel Foundation (Philippines) has been working with local police training institutions to promote best practices of the Bavarian Police Training Philosophy which includes the police officers’ adherence to the rule of law, having the skill set to mentally analyze and (physically) act on the situation, and having the correct set of values and demeanor in the performance of duty. Projekte auf den Philippinen: Seit 45 Jahren setzen wir uns für gute Regierungsführung, Rechtstaatlichkeit und die Stärkung der Zivilgesellschaft ein. Bei einer Rechtsschulung in Cagayan de Oro (auf der südlichen Insel Mindanao) hat unsere Leiterin des Instituts für Internationale Zusammenarbeit, Dr. Susanne Luther, ein Update rund um unsere Grassroots-Arbeit bekommen. Mit diesem Projekt wird der muslimischen Minderheit ein besserer Zugang zur Justiz verschafft und die freie Berichterstattung von Journalisten gefördert. Gespräche mit dem philippinischen Generalstaatsanwalt, Benedicto Malcontento, und dem Präsidenten des Philippine Public Safety College, ferdinando sevilla, in Manila haben gezeigt, dass die Projektarbeit der HSS wirkt. Innere Sicherheit und die Stärkung der Rechtsstaatlichkeit wurden deutlich verbessert. Trotz struktureller Probleme wie beispielsweise einer hohen Kriminalitätsrate, insbesondere Drogen- und Cyberkriminalität und einem starken Bildungsgefälle haben die Philippinen aufgrund ihrer geopolitischen Lage zwischen China und den USA, einem starken BIP-Wachstum von rund sechs Prozent pro Jahr, einer jungen Bevölkerung und ihrer kulturellen Verbundenheit und Westorientierung ein großes Potenzial für eine engere Zusammenarbeit - insbesondere für Deutschland. Top-Level Policy Dialogue on Human Rights Cities and the Rights-Based Approach to Governance A hybrid Top-Level Policy Dialogue on Human Rights Cities was held on July 5, 2024 in Manila which was attended by Dr. Susanne Luther, Head of the Institute for International Cooperation of the Hanns Seidel Foundation (HSF) from Munich, Germany. The half-day activity was attended by 25 participants onsite and 27 participants online.
Dr. Susanne Luther, Director of the Hanns Seidel Foundation (HSF) Institute for International Cooperation, pays a courtesy visit to Prosecutor General Benedicto A. Malcontento of the Department of Justice (DOJ) National Prosecution Service (NPS) in her first meeting of a three-day visit to the Philippines. During their discussion, both parties exchanged valuable insights and demonstrated unwavering support for the HSF-DOJ partnership.
