Graduates are the evidence of the worth of an academic program and the value of Higher Education ... more Graduates are the evidence of the worth of an academic program and the value of Higher Education Institutions. The study used Social System theory to asses the mandates of HEIs in delivering quality education. This assessment implemented a tracer study which examined the socio economic conditions of purposively sampled 92 graduates of the identified state university in Northern Negros from 2015-2020. The study used a cross-sectional method with CHED Graduate Tracer Study as the instrument. The data was collected through survey and was analyzed using descriptive statistics. The graduates have passed the Licensure Examination for Teachers and landed permanent jobs. The graduates' family income increased, and their alma mater contributed to their holistic development, contributing to the sustainability of Sustainable Development Goal (SDG) 4 and AmBisyon 2040. Tracer studies can be used to examine the socioeconomic conditions of graduates as a framework that goes beyond employability, competency, program, and curriculum development. It is suggested that this framework be replicated.
Local communities and local government units (LGUs) are essential in implementing a coastal manag... more Local communities and local government units (LGUs) are essential in implementing a coastal management plan. This research report assesses the situations of coastal communities in Northern Negros Oriental by investigating the socioeconomic and management issues of each LGU of the province. Employing a mixed method design, it applies the planning theory in coastal management and focuses on wicked problems, ecological planning, knowledge communities, collaborative planning, and the role of manager/planners. While the study found poverty as the number one socioeconomic issue, the LGU's lack of accountability and ownership in implementing the coastal management plan was identified as the primary management issue. Across the seven research locales, only three had partially completed the Comprehensive Development Plan, which contains the coastal management plan. Community empowerment, education, planning, legislation and policy enforcement, and infrastructure are possible solutions to prevailing issues in the province. Therefore, there is an apparent need to strengthen the harmonious participation of the coastal communities and the concerned institutions and agencies in the coastal management of Northern Negros Oriental.
This historical narrative seeks to retell and analyze the establishment of Guihulngan Vocational ... more This historical narrative seeks to retell and analyze the establishment of Guihulngan Vocational High School (GVHS) in 1958 to a composite part of the East Visayas School of Arts and Trades (EVSAT) as Guihulngan Vocational School in 1961 to Central Visayas Polytechnic College (CVPC) in 1983, into Negros Oriental State University (NORSU), Guihulngan Campus in 2004. The researcher collected data through documentary research and interview with a key informant. The creation of Guihulngan Vocational High School has an interlaying of factors. Its progress was an interwoven relationship of various indicators, a) political-infrastructure projects, and political sponsorship in significant Resolutions and ordinances enacted starting from its conception in 1957 until its conversion from a vocational high school to a state College in 1983 and the incorporation into a State University in 2004; b) economic-as an avenue that will address the growth of the municipal's industries, sources for revenue collection and city income that needs advancement; and c) socialwhich are health, public, educational services, and peace and order the status quo sit where there is clear, harmonious relationship with the city officials and residents with the social alternations of the environment. These political, economic, and social indicators are not different; instead, they work hand in hand as determining factors in establishing and developing the school.
This study aims to understand the thought patterns of officials in Local Government Units, throug... more This study aims to understand the thought patterns of officials in Local Government Units, through the investigation of their brain dominance and how their dominant brain quadrants translate into the overall performance of the LGUs that they administer and govern. The data were collected through survey and documentary research of the Local Government Performance Management System (LGPMS) rating in Negros Oriental, Philippines. Results exhibited that there are no significant relationships between brain dominance and level of performance of LGUs in the following areas: Administrative, Economic, Social and Valuing Fundamentals of Governance. A significant relationship between brain dominance and level of performance of LGUs in the area of Environmental Governance was found. It concluded that the optimum level of performance of the LGUs depends on how the LGU officials maximized the four brain quadrants. Thus, there is a need to capacitate the LGU officials to maximize their capability in leading their LGUs to the future.

In this study, the lodging houses around NORSU-Guihulngan City campus was evaluated and correlated to the academic performance of NORSU students who are residing in these lodging houses. Thus, the purpose of this study is to find out whether the conditions of the lodging houses affect the academic performance of students or not. Results showed that there is a significant relationship between the condition of lodging houses and the academic performance of NORSU students.
This article contains a brief discussion of how the concepts of the Third world and the South bec... more This article contains a brief discussion of how the concepts of the Third world and the South became a focal point of development, which was spearheaded by the developing countries in the world. It also gave a narrative description of how these countries became poorer though the abundance of natural resources is immensely present. And lastly, this article stresses out the importance of identifying where all these concepts started, developed and eventually perpetuated as factors used in justifying actions manifested by the so called First worlds in their pursuit for power and authority around the globe. Critical reflection In this article the author Klaus Dodds gave us the answers to what we always ask today: Why is it that we have this concepts of the Third world and the First world? The former being the underdeveloped and the latter being the highly industrialized, highly modernized and can be considered as the most powerful countries. The author then explained why the First world felt responsible for developing the underdeveloped. It was according to the context of peace and sustainable development that these developed countries reached out to help the poorer ones. It was a noble advocacy, which became very beneficial to these so-called Third world countries if we look at it in the perception of the main actors of world affairs. In reality it became a battleground for supremacy and a battleground between two conflicting ideologies in the world, democracy and socialism/communism. More over the author also pointed how the third world was created, and how these worlds exclusive have an identity of its own and how they were identified and classified in the light of the traditional criterion which are income, resources and production. The world was then obviously classified and divided into different stratum, each uniquely in there own levels of development. It is true that there are underdeveloped countries around the world, but it does not merit the label (Third World) for it did only perpetuate the notion that these countries cannot stand on there own without the help of others. Help will always be welcomed but not to the extent that these countries would have so much debt that even the next generation after several generations of today will have to pay. It was not fair for it was also the First world countries that caused such despair and underdevelopment as a result of the painful but real legacies of colonialism and imperialism. As pointed out by the author it does not imply if a country is underdeveloped it has cemented its fate there, and it also does not imply that the help of the First world via monetary loans will produce development and progress right away. Though it is also acknowledged that help coming from the superpowers are also benefiting most of the underdeveloped but it is not also good to deny the fact that others thrive because of the perseverance of the people and their desire to make their lives better, thus they succeeded in their own terms not on the terms of the superpower. The next point the author discussed was about the recognition and the identification of the Southern countries belonging to the Third world, thus the new concept of the north helping the south was then coined. Geographical and statistical data will certainly show us that the majority of the underdeveloped countries can be found in the South, Central America, Southeast Asia and Northeast Asia. So it certainly defies the category of the south and the north, because the distribution of poverty around the world is not concentrated in one hemisphere, the South. We cannot exclusively say that the northern states are superpowers and the south is the unfortunate ones. There are countries in the south, which are at par with the development of the superpowers. Highly develop countries and cities like Singapore, Malaysia and Mumbai as sited by the author. It is therefore obvious that the concept of the South as the Third world is not accurate; it only aggravates the cleavage between nations and continuing the mentality of inferiority among the South and prolonging the dominance of the First worlds over them.

It gave light to the significant function of communities in the active participation and involvement in the decision making process which greatly affect the less powerful and the lesser privileged. Thus, extending progress and development beyond the confines of the upper class status of the society. It also discussed the various meanings and interpretation of what community participation is, and its necessity to create a world without inequality. Furthermore, it also discussed the roles of community leaders and community organization in the context of community participation. It described how organizations and leaders could influence and manipulate the effectiveness of community participation. It defines who will rip the benefit of such actions, for sometimes it cannot be avoided that these CP cannot represent the marginalized members of the country rather it will symbolize the people on top. It also gave a clear picture of how states react to community participation for they have opposing idea of how CP works. The latter 's theorists believes that the state cannot cater to promotion of effective CP, while the former also reacts haphazardly and poorly formulate these ideals. The COs on the other hand are effective mechanisms of the state to manifest social control, thus lessening the influence of CP in decision making. Lastly, it described the role of the non-governmental organizations in the implementation of CP. It is said that the NGOs serve as an avenue for the CP to actively participate in decision-making. Though NGOs are not entirely connected to political influence but the problem arises when looked into account the charismatic leaders who are running the NGOs, they are sometimes tinted with the cloak of politicking.
