China's much-anticipated third plenum of the Communist Party's Central Committee concluded last week, with the full resolution released over the weekend. The resolution specifically mentions securing increasing funding for industries of the future as well as improving policies to promote strategic industries such as information technology, AI, aerospace, quantum, new materials and biotech. The text indicates a continuation of an industrial policy model where the states plays a significant role in supporting and steering strategic development. This means understanding Chinese current and emerging players is crucial to maintain an edge in the world’s high-paced technological competition. The municipal government of Shanghai, a hub for China's aerospace sector, has unveiled new policies to support its commercial airplane industry, South China Morning Post SCMP reports. These measures include support for engine R&D as well as subsidies to the tune of RMB 100 million to help expand production capacity of China's domestic C919 passenger jet produced by COMAC. The document also pledges to create a "world-leading industrial chain comprising 60 key enterprises by the end of 2026, with investment exceeding 70 billion yuan (US$9.7 billion)." Intel Capital, Intel's venture arm, has invested in 43 China-based technology start-ups, Financial Times reports. Investment has continued this year even as scrutiny of U.S. FDI into China has increased. According to an FT source, concern over Intel's investments helped create consensus for the Biden administration's unveiling of restrictions on U.S. outbound investments into Chinese dual-use sectors. The #EU has launched an effort to map competitive pressure from #China in the field of automotive chips, POLITICO Europe reports. Concerned that EU industry may be undermined by heavily subsidised Chinese competition, the European Commission is conducting a survey among producers to determine if they are experiencing such pressures. Europe currently has a strong position in legacy chips for cars and household appliances, with three of the field's five biggest manufacturers being European. In addition, the survey is gauging interest in further joint European chipmaking efforts.
