Minister Paschal Donohoe today (Thursday 8 August) published the Mid-Year Expenditure Report (MYER) 2024 – an important document in the annual budget cycle. The MYER 2024 outlines the expenditure trends and gross voted expenditure of €47.1 billion for the first half of this year, provides context for planned expenditure in Budget 2025 and highlights a range of impacts and outcomes of the current expenditure policy. The 2024 MYER illustrates the implementation of Budget 2024 from January to June. This included measures such as: Social Protection rate increases of €12 on weekly rates to all working age and pension payments. Further reductions in childcare costs through the National Childcare Scheme. Supports to primary and post primary schools, while investing significant resources in special education, with additional investment in further and higher education. Increased capital investment under our National Development Plan. Spending also included supports towards the external global challenges our society has faced, with measures to assist with cost of living pressures and our humanitarian response to the war in Ukraine, as well as some legacy Covid-19 funding. Commenting on the publication of the MYER, Minister Donohoe said: “Budget 2025 will see a total of €105.4 billion in expenditure being made available. Through this spend government will continue to build on and improve public services and key infrastructure requirements to support a growing population and growth in our economy, while also continuing to fund measures required to respond to external shocks through the Contingency Reserve. “As detailed in the SES 2024, the agreement reached with the Department of Health and the HSE will provide for an additional €1.5 billion for the health sector in 2024. In addition, I have also agreed that a further €1.2 billion will be allocated in 2025 for existing level of service costs. As part of this arrangement, the three parties have agreed that this additional funding will provide an opportunity to strengthen financial planning and governance within the HSE – recognising the importance of demonstrating a clear link between the significant level of public funding being made available and how this translates into the delivery of improved healthcare outputs and better health outcomes.” Read the full details at this link https://lnkd.in/eZrKtxvf

Yesterday (Tuesday 6 August), Minister Paschal Donohoe and Minister for Finance Jack Chambers published the July Exchequer Returns. 📊 Commenting on the publication of the figures Minister Donohoe said: “Today’s figures represent an increase of almost €6.5 billion or 13.2% in total gross voted expenditure in comparison to the same period last year. There are large year-on-year increases being seen across a number of sectors – in particular Housing which has increased by €1.7 billion or 75.3% over last July, Health which is €1.7 billion or 13.3% higher, Social Protection at €0.9 billion or 6.3% higher than last year; and Education at €0.5 billion or 8.7% up year on year. These spending increases reflect Government’s commitment to investing in our public services and infrastructure, whilst also protecting the most vulnerable in our society." 📣 The results of the 2023 Civil Service Employee Engagement Survey are now available! 👩💼 👨💼 The survey opened in September 2023 and was designed to capture the perspectives and experiences of staff in relation to their job, their organisation as an employer and other work-related matters. Almost 27,000 Civil Servants across 57 organisations completed the 2023 survey. 📊 The information collected as part of this survey helps to track progress made in all areas of employee engagement since 2015, identify what needs improvement and investment and understand better the perspectives and needs of employees. ✅ The results show that Civil Service employees continue to feel positive about the impact of their work, value the learning and development interventions offered, rate career development and mobility opportunities higher, and identify with Civil Service values. 🤝 The Department of Public Expenditure, NDP Delivery and Reform helped to design, promote and co-ordinate the survey and collated the data with the support of colleagues in the CSO (Central Statistics Office Ireland). Minister Paschal Donohoe today (Wednesday 17 July) announced an update on National Development Plan (NDP) delivery and capital expenditure for Q2 2024. Speaking today, Minister Donohoe said: “The National Development Plan is central to delivering the vital infrastructure needed to support our future economic and social progress. I was pleased to inform Government this week of the progress we have made in the second quarter of this year in ensuring continued delivery of the NDP”. As part of a package of reforms to boost NDP delivery announced in 2023, Minister Donohoe committed to keeping the Government informed on NDP project delivery throughout 2023 and 2024. Minister Donohoe continued: “Capital expenditure has been prioritised in recent years. This year, the Government has taken major steps in further accelerating the delivery of critical infrastructure projects. This is demonstrated by the agreement in March with my Ministerial colleagues on the distribution of an additional €2.25 billion of windfall corporation tax receipts over the period 2024-26.
