About us

Established. Respected. Trusted. Established in 1982 by Gilbert Rodway QC, chambers made its mark with three other founding members: Anthony Corrigan QC, Ian Payne and Valerie Penlington. Gilbert Rodway specialised in Family Law, but he also enjoyed a mixed practice, frequently taking on civil as well as criminal cases. Anthony Corrigan, on the other hand, was a renowned and successful criminal law advocate. Gary Plowman joined the chambers in June 1984 after spending six years as a prosecutor for the Hong Kong Government. In 1993, Gary Plowman was appointed Queen's Counsel. Four years later, upon becoming head of chambers, chambers came to be known as the Chambers of Gary Plowman SC. The name of chambers was later shortened to Plowman Chambers. In 2023, Derek Chan SC became the Head of Chambers. Plowman Chambers currently has fourty members, including five silks. Members of Plowman Chambers are frequently listed on legal ranking websites including Legal 500, Who's Who Legal, Chambers and Partners and more and many members also progress to joining the Judiciary.

    Keynote Lecture on Medical Negligence by Vinci Lam SC and Ching Him Ho Vinci Lam SC and Ching Him Ho were invited by the Hong Kong Medical Association (HKMA) to deliver a Keynote Lecture to medical practitioners on the topic “The Basics and the Updates on Medical Negligence Law in Hong Kong” at the HKMA’s annual Medico-legal conference on 6 July 2024. The Keynote Lecture outlined the latest development on the law of medical negligence and illustrated some recent cases in Hong Kong to the medical practitioners. Vinci and Him also shared their experience on handling medical negligence cases.

    Rachel Ronald (with Roland Lau) represented the Interested Party in Li Sang Edward v Disciplinary Board under the Land Survey Ordinance [2024] HKCA 197. It is an appeal from the decision and sanction order of the Disciplinary Board under the Land Survey Ordinance (Cap.473). The Appellant and the Interested Party appeared in person in the proceedings below, which arose out of a complaint by the Appellant against the Interested Party in respect of his professional conduct as a land surveyor. The Disciplinary Board, i.e. the Respondent, found one of the disciplinary charges established and ordered that the Interested Party be reprimanded and that the reprimand be recorded on the register of authorised land surveyors. On appeal, the Appellant seeks the removal of the Interested Party from the register. The Court of Appeal found that none of the grounds of appeal has been made out and dismissed the appeal with costs. View the full judgment here: https://lnkd.in/gXnNkSWn

    Ferrida Chan, led by Hectar Pun SC represented the Defendant in the case of 香港特別行政區 訴 馬敬, who was charged with three charges of agent accepting an advantage totalling around HK$380,000, contrary to section 9(1) of the Prevention of Bribery Ordinance (Cap 201).   The Defendant, a Senior District Director and a top insurance agent of a leading international insurance company, was acquitted from all three charges. The Prosecution's case was that at the material time, the Defendant accepted advantages from her down-line insurance agents as an inducement to or reward for the Defendant in assisting them in securing customers to purchase insurance policies with the insurance company.    Nevertheless, the learned judge acquitted the Defendant of all the three charges on the ground that the charged act is not an act in relation to the principal’s affairs or business, in that her act and acceptance of advantage did not conflict with the insurance company’s interests.   The trial judge also held that the Defendant has successfully proved on a balance of probabilities the statutory defence that she had the principal’s permission under sections 9(4)-(5) of the Ordinance, and further held that the Defendant had lawful authority and reasonable excuse in accepting the advantages.     Plowman Chambers is pleased to announce the joining of Kasper Fan and Sean O'Reilly, both of whom commenced practise at Chambers since 1 December 2023. Kasper is a Charles Ching Scholar of 2023. He undertook pupillage with Mr. Martin Hui SC, Mr. Derek Chan SC, Mr. Tony Li SC, Ms. Queenie Lau, and Mr. Ernest Ng, having graduated at CUHK with first class honours in LLB and a Master of Laws in International Law from St. John’s College, University of Cambridge. Whilst Kasper accepts instructions from all areas of Chambers’ work, he is particularly interested in criminal litigation and has experience in white collar crimes, drug related offences, sexual offences, traffic offences and dishonesty related offences, having worked on various Magistrates and District Court level trials, as well as Magistracy Appeals in the Court of First Instance. For more information on Kasper’s profile, see here: https://lnkd.in/g7vnHMpj Sean is a Bar Scholar of 2022. Before commencement of practise, Sean served as a Judicial Assistant at the Hong Kong Court of Final Appeal from 2021 to 2022. He is now developing a broad criminal and public law practice and has, since his short time in the Bar, appeared as sole advocate in the High Court and obtained an interlocutory injunction to restrain the commission of the torts of misuse of private information, defamation, and harassment.
