While working on the xml files for the Material 3 migration, I faced a lot of unreleated changes within touched xml files.
I went ahead and added a new formatting rule to streamline the format and improve the ability to easily change xml properties by moving closing tags to the next line.
This applies the new formatting and fixes existing issues.
