Fixes SHIRO-902 (proof that quoting works).

Adding a test makes sense here so we do not accidentally remove the methods as I suggested earlier. 😃

Other notes:

• Adds assertj as suggested on the mailing list earlier
• Java 8 code style for the PermissionUtil.
