Color system updates

fix #978

• Use new shorter and simplified names
• Use "Surface" instead of "Background"
• Updated StrokeTranslucent values
• Shift Warning color usages noop as there were no usages to update
• Added folder for ControlThemes and moved UnifiedIconControlTheme to it
