#DTSC is investigating 1,4-dioxane, a chemical contaminant in certain #cosmetics & cleaning products. 1,4-Dioxane is a likely human #carcinogen that is highly mobile & persistent in water; it is not removed by most standard forms of wastewater & drinking water treatment. Many personal care & cleaning products are washed down the drain during / after use, releasing 1,4-dioxane into wastewater. Removing 1,4-dioxane from wastewater is difficult & expensive, making it hard for #California to beneficially reuse wastewater for drinking water. DTSC’s Safer Consumer Products (SCP) Program & #EnvironmentalChemistry Lab worked alongside the NYS Department of Environmental Conservation (NYSDEC) to develop criteria around potential regulation on this chemical. #DTSC has issued two draft permit decisions for #Ecobat (a battery-recycling facility formerly named #Quemetco), in LA County. Ecobat recovers lead mainly from spent lead-acid batteries, which are a #HazardousWaste in #California. #Lead can be harmful to humans. Exposure to lead can cause serious adverse health effects, including delays in physical and mental development. #DTSC visited numerous plumbing supply retailers throughout #California and found that each of the stores we visited were selling lead solder that contains up to 60% lead. In some cases, the lead solder was labeled as electrical solder and in some cases it was not. Regardless, the law prohibits the sale of solder or flux that does not meet the "lead free" definition, by any person engaged in the business of selling plumbing supplies. Learn more about how “Lead-Free” is defined here: https://lnkd.in/eT72Jcd9 California Health & Safety Code, section 116875, subdivision (b) prohibits the sale or introduction into commence of pipes, pipe fittings, plumbing fittings, fixtures, and all other devices intended to convey or dispense water for human consumption that do not qualify as “lead free.” Retailers that are currently selling plumbing materials shall immediately remove from sale any plumbing supplies that are not “lead free” in compliance with the Lead in Plumbing Law, with emphasis on the lead solder we have seen for sale throughout the state. Solder that is not “lead-free,” that are handled as wastes, very likely exhibit the hazardous waste characteristic of toxicity for lead, and must be managed (stored, transported, and/or disposed of) in accordance with state and federal hazardous waste regulations. Other plumbing materials that are not lead free may also exhibit the hazardous waste characteristic of toxicity for lead. A waste determination should be made on those items to be disposed of so that they can be managed in accordance with state and federal hazardous waste regulations.
