Since Islam is exactly according to the needs of human beings and Allah never puts any such a law or method in which mankind would come under undue pressure. In Masah one of the frequently asked questions is, why its guided on upper part of feet, here it may be because, while on journey or walking, the lower part of foot is always inside while upper is visible hence dust may accumulate on upper part, that's why on Upper part masah is advised. But as different clerics have some sort of different opinions hence in this case we shall come to an amicable decision so that the unity and peace of people is maintained.
