Is dual admission a solution to California's broken transfer system?

Getting from community college to the university is a broken system in California with most students not making the transfer.

As other states have found, one solution is dual admission which admits students to both schools and gives them a clear path forward. Can dual admission make a difference in California?

Jaden Todd is a second-year Northern Virginia Community College student in the ADVANCE program, a partnership between Northern Virginia Community College and George Mason University that is anchored by dual admission to both schools.

Hans Johnson

Senior fellow | Public Policy Institute of California at the Higher Education Center

Hans Johnson is a senior fellow at the��PPIC Higher Education Center and a member of the PPIC Economic Policy Center. His research focuses on improving college access and completion.

He frequently presents his work to policymakers and higher education officials, and he serves as a technical advisor to many organizations seeking to improve college graduation rates, address workforce needs, and engage in long-term capacity planning. His other areas of expertise include international and domestic migration, housing in California, and population projections.

April Grommo

Assistant Vice Chancellor for Strategic Enrollment Management | California State University Office of the Chancellor

April Grommo currently serves as the Assistant Vice Chancellor for Strategic Enrollment Management at the California State University (CSU) Office of the Chancellor. She is responsible for systemwide admissions, enrollment management, financial aid, outreach and recruitment, transfer programs, and registration and records policy and practices.

Before joining the CSU Chancellor’s Office, Grommo served in leadership positions in information technology and student services in higher education– including Sierra-Cedar – Higher Education Practice, California State University San Marcos, National University, and Palomar Community College.

Grommo was the first in her family to graduate from college and received her Educational Leadership Doctorate from UCSD in 2014, where she focused on social networks of underrepresented community college transfer students.

John Stanskas

Vice chancellor for educational services and support | California Community Colleges Chancellor's Office

John Stanskas serves as the vice chancellor of educational services and support at California Community Colleges Stanskas manages transfer, curriculum and intersegmental work. Stanskas focuses on curriculum chaptering and approval; intersegmental coordination with California State University, University of California, and private four-year institution partners; student equity programs; emerging programs and initiatives; enrollment and retention initiatives; and innovations in teaching and learning.

Stanskas has served as dean of science at San Bernardino Valley College and the president of the Academic Senate for California Community Colleges. Prior to that he spent 25 years serving California’s community colleges as a faculty member.

Nohel C. Corral

Executive vice president of student services | Long Beach City College

Nohel C. Corral serves as the executive vice president of student services at Long Beach City College. Prior to that, he served as the dean of counseling since 2014 at the college.

Corral served as a part-time and full-time counselor, director of the Learning Center, program services coordinator for the Hermanos Program, and director of TRIO, dean of counseling at Skyline College, general counselor at Berkeley City College, and assistant director of the Student Center for Professional Development in the College of Business at California State University, Long Beach.

Michael Burke

Michael Burke covers higher education, including California’s community colleges and the University of California. Since joining EdSource in 2019, he has covered major stories including the steep enrollment declines at community colleges; the elimination of standardized tests in university admissions; efforts to improve California’s community college transfer system; and more.

Anne Vasquez

Anne began her career at The Miami Herald and the San Jose Mercury News, where she was an education reporter and later an editor.
