You're right. "Basic Building Set" does not include the letter "O", so you can't build a boat with it.

Nowadays sets like these are called "creative building fun" or "better building more fun"

But back then they had no fancy names. They were basic as basic can get!

Brilliant! Just brought back memories of my first Lego set which I think was before 1968 and had red and white 2x4s, 2x3s, and 2x2s and some red windows. At the time I thought it was terrific. Regrettably it’s long gone………
