Holy crap, they made a set that lets you build a nighttime city skyline! Oh, it’s just those little models of toy construction vehicles at the bottom. Meh.

Not to worry, it's only a training exercise. Hence the 'employees' being training dummies incapable of actual work as opposed to proper minifigures (ignore the lack of minifigs to direct the dummies).

Also @MCLegoboy, I miss those signs; the pre-builts were/are better than the rod+clip part ones, but maybe that's me...

Even without arms and eyes, I bet these two would still be more effective at fixing the potholes than my local council.

What kind of front loader has three axles?

I guess they intend to have it look like a tracked vehicle.

I have the trailer from this set. One whole specialized part, including wheels. But I like it, it's functional and my 4 yo can easily play with it with his current lego bricks. 50 year old part but works with the system as a charm!

At least it looks like the 'figures' can actually get in to operate it. Kind of rare for this era.

Which, in and of itself, is several violations and probably some kind of felony

Me too. I think I've got more broken than intact ones from back then, but I bought replacements via Bricklink, since I just like the look of them so much more than of all the others that came later. And of course nowadays I know how to be more careful than as a kid.
