About us

The European Climate Neutrality Observatory (ECNO) aims to help the EU achieve climate neutrality by providing scientifically rigorous analysis of economy-wide progress and an independent check on EU climate policy processes. ECNO’s leading experts analyse the data underlying a comprehensive set of progress indicators to present a unique, up-to-date picture of the whole economy, and identify any gaps in data collection, benchmarking, and monitoring that need to be addressed. Crucially, ECNO’s analysis focuses on the underlying enablers of climate neutrality, not just the observed outcomes. ECNO enables policy makers, businesses, and civil society to hold the EU accountable for the delivery of climate neutrality. As an independent observatory, ECNO further seeks to inspire the uptake of better monitoring practices and policy making, as well as greater transparency on the EU’s transition to climate neutrality.

  • The newly launched 2024 ECNO assessment of EU progress towards climate neutrality reveals key areas where targeted policy actions are required in the legislative cycle 2024-2029 to get on track to net zero and a more competitive and just EU.   • 🌟 Launched today: State of progress to EU climate neutrality   Where does the EU stand on its journey to become climate neutral at the dawn of the new EU policy cycle?   ⚠The second annual progress report by ECNO shows positive movement in most sectors and cross-cutting areas, but the pace is still too slow to achieve climate neutrality by 2050.   Compared to ECNO’s 2023 assessment, all building blocks of a climate neutral society stayed within the same progress category. However, there are promising changes bubbling under the surface!   In six of the assessed building blocks – especially #electricity, #industry, #cleantech, #JustTransition – ECNO has unveiled notable improvements in enabling conditions for the transition, for example: The share of variable renewable electricity generation increased by 2.2%-points per year – a notable improvement to last year’s assessment.   • A little over a year after the publication of the Net Zero Industry Act (NZIA) proposal, the European Parliament is voting on it today. Last month, ECNO’s experts analysed the industrial sector's progress on the path to EU #climateneutrality and discussed what measures need to be taken to support industry on its decarbonisation journey. You can read the full briefing here 👉 https://lnkd.in/dU9ZmRxc The ECNO briefing makes one thing clear: the current pace of emissions reduction in the industrial sector is far too slow. In fact, the transition to fully decarbonised energy sources has stalled, and their share in total energy use has even marginally decreased from 2016 to 2021. If the EU puts its foot down on turning this trend around and votes for the adoption of the #NZIA, the industrial sector will gain new incentives and instruments to support it in becoming compatible with #netzero. 🚀 The Net Zero Industry Act would introduce new instruments that could improve our industries’ competitiveness and ease conditions for investing in green technologies, pre-emptively addressing any concerns about overburdening the EU #industry sector with green regulations. #decarbonisation #EUclimate #ClimateAction Instytut Reform

  • Released today! 🆕 Briefing: Towards a Green Industry Deal ECNO’s newest briefing addresses blind spots and enablers of the transformation of the traditional industrial sector. To achieve #climateneutrality by 2050, the EU #industry needs to undergo deep transformation. The sector remains an indispensable element of the EU economy, which contributes significantly to the bloc’s economic growth, job creation, innovativeness, and economic security. However, the industry’s long-term international competitiveness and sustainability will very much depend on the sector’s ability to modernise and adapt to global market trends, including the transition to #netzero. To reduce the sector’s #emissions in line with EU climate targets, the bloc’s industry must transform production processes in traditional industrial branches. ECNO’s EU-wide assessment of progress to climate neutrality showed that the EU industry has been reducing its #GHG emissions at a pace that is far too slow. In order to benefit from the transition, policymakers should take more decisive steps to speed up the decarbonisation and address current blind spots: 1️⃣ Promoting further #circularity and #energyefficiency in industry, 2️⃣ Improving quality and transparency of planning for development of #zerocarbon energy sources and critical infrastructure.
