Biography

Samuel Winkler was born in Ogden, Utah. He earned a high school diploma from Alta High School, an associate degree from Salt Lake Community College in 2011, and a bachelor's degree from Weber State University in 2017.[1] Winkler’s career experience includes working as a police officer, police academy instructor, volunteer EMT for Garfield County, laborer at a sawmill, security officer, and a public relations professional.[2]

Retired Sgt. Sam Winkler was born and raised in Utah and lives in Herriman with his wife and three children (6, 10, 17). In his free time, Sgt. Sam coaches little league soccer, volunteers at his children’s school, camps and fishes, and spends time with his family. I spent nearly 25 years in law enforcement, retiring in 2022, and have seen first-hand the issues our community faces - lack of funding for education, infrastructure, and mental health. Throughout my career, I was taught to listen to all sides before making a decision that affects a persons’ rights. I will take this skill with me to the legislature to evaluate laws and listen to all sides before making laws that will affect our community for years to come. I cannot be bought. I cannot be bullied. I will not bow down to political, lobbyist, or other outside pressures. My job, when elected, will be to represent you our values. With your vote, we can bring accountability to the State House and restore our values.

I would appreciate your support this November!

  • Education Our children are our future! Public education money should remain in the public system to fund teachers, technology, arts, and more - not private corporations.
  • Infrastructure Forced density has overcrowded our streets and utilities. Our city needs more funding to address this. Autonomy for Cities The developer-heavy legislature has created laws and restrictions that limit our autonomy. It's time to tell them to back off! Transit WE have been paying taxes to UTA for years and have ZERO transit to show for it. It's time UTA steps up and serves southwest SL County.
  • Mental Health There are inadequate resources for those suffering a mental health emergency. We need to fund additional resources to lessen the burden on our first responders.

Public Safety, Education, Infrastructure, Clean air and water

My father - he was the example of dedication, honesty and hard work. He loved his family and would give the shirt off his back to help a stranger in need.

Honesty, tenacity, fiscal responsibility, accessibility

Honesty and dedication to those whom I represent. I will fight hard and not back down when it comes to issues important to my neighbors.

Represent the people, not the party and not politicians, and especially not corporations.

A change for the better when it comes to partisan politics - we don't have to hate each other, we don't have to fight with each other, we don't have to agree - I hope that I can leave a legacy of listening to all sides before jumping to a vote. How will it affect those both good and bad. That a representative can care for everyone and fight for everyone knowing not everyone will be happy/

Grocery bagger for Reams and it wasn't very long. I then went to Kmart in Draper and worked there for over 5 years before moving into law enforcement.

Positive working relationship where there is open honest communication between the branches.

No, in fact the more experience they have, the more they forget about the people whom they represent. It becomes a buddy-buddy system where politicians make more money lobbying and working for lobbyists than they care about the people they serve.

Of course you should have relationships with your fellow legislators - no matter the party. The idea is to listen to each other and learn from each other to help both sides learn and grow to better serve the people.

I believe that an emergency is an emergency and in Utah, the Governor is best to handle this until the legislature is convened to discuss and debate the ongoing financial impacts.

Sam was born and raised in Utah and has lived mainly in the Salt Lake Metro area his entire life. He volunteered with the Sandy Police Department as a youth and learned his love for helping people at a very young age.

After graduation from the police academy, Sam moved to Escalante, Utah and lived in an abandoned airport building due to lack of housing. Sam served the Escalante community for nearly two years with the last six months as the Chief of Police and volunteered for Garfield County Ambulance until his new agency came calling.

Since moving back to the Salt Lake Valley, Sam has served the public for over 20 years as a law enforcement officer. During his career, Sam has had the opportunity to serve in many functions and currently supervises the School Resource Officers and Crossing guards, Traffic Unit, Community Outreach, and acts as a Public Information Officer.

Sam's passion has always been interacting with the community and loved being a DARE officer where he was able to work with children, parents, educators and members of the public on a variety of topics. This has exposed Sam to many of the issues that face both our youth and our educators.

"I have lived in a career that requires me to listen to both sides, evaluate the evidence, and ask questions BEFORE making any decisions. I will use all of these acquired skills to fully represent you before making decisions that will have a direct impact on you - my friends, neighbors, family."

Sam has served our community on the police force for over 20 years. During this time, he has continually fought to protect our residents, uphold the law, and strengthen our schools. As your representative, Sam will maintain these same values which guided him during his public service:
Place the welfare of Utah residents above the welfare of political parties, corporations, or special interest groups;
Truly listen to the position of both sides, without prior judgement, before making his decisions and casting his votes;
Cooperate with all involved in order to drive productive and actionable outcomes;
Be willing to make sacrifices in order serve our community and protect The American Dream for all Utahns.
