Biography
Celeste Maloy earned a B.S. in agriculture from Southern Utah University in 2003. Maloy's career experience includes working as counsel with the office of Congressman Chris Stewart, a staff attorney with the Washington County Water Conservancy District, and a public lands attorney with the Utah Association of Counties.[1]
2024 battleground election
Ballotpedia identified the June 25, 2024 Republican primary as a battleground race. The summary below is from our coverage of this election, found here.
Incumbent Celeste Maloy (R) and Colby Jenkins (R) ran in the Republican primary for Utah's 2nd Congressional District on June 25, 2024. As of July 11, the race was too close to call. Maloy led with 50.10% of the vote to Jenkins' 49.90%.
In Utah, candidates can request a recount if the margin of victory is less than 0.25% of the total votes cast.[2] After counties certified their results on July 9, the margin between Maloy and Jenkins was 0.20%. Jenkins said he would request a recount following the statewide certification on July 22.[3] For more information, click here.
Maloy was elected to the U.S. House in a 2023 special election following the resignation of Chris Stewart (R). She previously worked as counsel for Stewart’s office and as an attorney.[4] Maloy said she would "fight to secure our border, finish the wall, fully fund our border patrol, and keep dangerous drugs like fentanyl out of our communities."[5] Maloy also said she would give Utah citizens "control over the land and resources they depend on to make a living" and reduce government spending and regulations that affect Utah residents.[5] Additionally, she said she would support individuals’ "right to worship and practice their faith as they see fit."[5] Stewart and former U.S. Rep. Rob Bishop (R-Utah) endorsed Maloy.[6]
Jenkins served in the U.S. Army Special Forces and U.S. Army Reserve, and he was a counter-terrorism policy advisor to the Secretary of Defense and a senior legislative advisor in the Pentagon.[7] Jenkins said he believes the primary job of the government is national security, that "securing our borders is vital for national strength," and that he would "fulfill promises made to those who were willing to sacrifice all in its defense."[8] Jenkins said he would vote to protect citizens’ Second and Fourth Amendment rights.[8] Jenkins said he is pro-life and that he would "advocate for the autonomy of states in regulating abortion" and oppose "the use of taxpayer funds for abortions within our state."[8] U.S. Sens. Mike Lee (R-Utah) and Rand Paul (R-Ky.) endorsed Jenkins, as well as the House Freedom Fund.[9]
In Utah, state parties hold conventions to determine who will appear on the party’s primary ballot. At the Republican convention on April 27, 2024, Jenkins defeated Maloy 56.8% to 43.2%. Any candidate who gets more than 40% of the vote advances to the primary.[10] Candidates for the U.S. House can also gather 7,000 signatures to qualify.[10] Before the convention, Maloy announced she would not gather signatures, while Jenkins said he would.[11][12]
Nathaniel Woodward (D) advanced from the Democratic primary unopposed after it was cancelled, meaning the winner of the Republican primary will face him in the general election. As of June 24, 2024, The Cook Political Report with Amy Walter, Larry Sabato's Crystal Ball, and Inside Elections with Nathan Gonzales rated the general election Solid/Safe Republican.

Campaign website
Maloy's campaign website stated the following:
“ |
SECURE OUR BORDER There’s no denying our southern border is in crisis with nearly 3 million illegal border crossings and 66 aliens on the terror watch list caught at the border in 2022 alone. Celeste will fight to secure our border, finish the wall, fully fund our border patrol, and keep dangerous drugs like fentanyl out of our communities.
Celeste is a woman of faith and holds religious freedom near and dear to her heart. She knows that Utahns do too. She will always fight for Utahns right to worship and practice their faith as they see fit.
Utahns need financial stability. Wage earners should be able to support a family. Celeste will get inflation under control by reining in our out of control federal spending and regulations that are driving up our cost of living. She will fight for balanced budgets to stop the out of control reckless spending in Washington.
Celeste knows the 2nd Amendment is clear – the right of the people to keep and bear Arms, shall not be infringed. She will fight the gun grabbers in Washington DC and defend our constitutional rights.
Celeste believes all human life is sacred and will stand up for the unborn and our pro-life values in Congress.
Utahns should have more control over the resources they depend on to make a living. Celeste knows Federal bureaucrats in Washington DC don’t understand how to manage our lands and resources better than we do. She will fight to make sure Utahns have more control over the land and resources they depend on to make a living because she knows no one cares more about protecting and preserving our lands and natural resources than the farmers and ranchers who live and work on them.
Armed services are important to Utah because of Hill Air Force Base and related industries. Celeste will petition to be on the House Armed Services Committee so that Utah has a voice in Defense.[16] |
