Last month, GI Hub Program Lead Henri Blas attended the third G20 Infrastructure Working Group (IWG) meeting in Foz do Iguaçu, Brazil. Building on the success of the second IWG meeting in April, Blas provided further analysis on cost inflation, investment trends, project development funds, local currency financing, and the role of DFIs in enabling private investment — all key aspects of the G20 Roadmap to Infrastructure as an Asset Class. Thank you to the #G20 Brazilian Presidency and the Australian Co-Chair for hosting this productive meeting. Bridging the Investment Gap in LMICs: The Role of Non-Private Institutions There's a notable disparity in private infrastructure investment between high-income countries (HICs) and low- and middle-income countries (LMICs), with LMICs representing only one-third of global private investment from 2013 to 2022. Support from non-private institutions such as multilateral development banks (MDBs) and government agencies is crucial to mobilize private capital in LMIC markets by providing guarantees, risk mitigation, technical assistance, and co-financing. In 2022, 45% of private infrastructure investments in LMICs was financed by the private sector alone, up from 26% in 2017. The renewables sector has driven this trend as the market matures and investors gain confidence. Smaller average project sizes in renewables also contribute to this confidence. Despite the increasing share of private sector-only financing, over half of LMIC investments still rely on non-private co-financing. This highlights the pivotal role of non-public institutions in reducing risks for private investors and facilitating essential infrastructure development in these markets. Solutions for Funding and Financing Green and Circular Infrastructure Infrastructure is responsible for 70% of all GHGs emitted globally, 18% of which are embodied emissions from infrastructure. To achieve global climate goals, we must rapidly re-shape the sector to be more sustainable and apply circular economy principles. However, this transformation involves technology risks and high upfront capital costs. Consequently, green, and circular infrastructure is not being funded and financed at the necessary pace. Innovative funding and financing models are therefore critical to achieving net-zero goals. The infrastructure industry needs technology to improve value and outcomes but is a long way from realizing the many potential benefits of infrastructure technology (#InfraTech).
