    How can we measure and communicate the social value of our projects in a more rigorous and credible way?   Approaches to estimating social value too often side-step direct valuation of these benefits, opting for more indirect approaches to measure impacts. But this need not be the case.   Etheus economists are putting the “value” in social value, drawing on lessons learned across multiple sectors and jurisdictions to make sure social benefits are credible and counted.   Lee Jollow recently shared insights and approaches in a webinar for the Australasian Transport Research Forum (ATRF).     The High Speed Rail Authority (HSRA) is on track to deliver the Sydney to Newcastle High Speed Rail Business Case with tenders awarded to leading experts.    The Detailed Business Case will determine important elements of the network including proposed corridor alignment, station locations, fleet, cost estimate and construction timeframes.     The conversation around housing supply in Australian cities, particularly in proximity to infrastructure corridors, is gaining momentum in and around Australian cities. To support these ambitious housing endeavours, how can we improve our land use forecasts for more accurate estimation of urban renewal benefits from land use change? How can we better account for supply-side constraints to help meet our housing aspirations? Lee Jollow and Brent Winter provide a new approach to land use forecasting for mass transit projects. Addressing common criticisms of existing techniques which do not explicitly have controls for supply side constraints, their research was presented at the Australasian Transport Research Forum (ATRF) Annual Conference at the University of Western Australia in Perth this week. The paper presents a new approach to land use forecasting for mass transit projects, with case studies from the Gold Coast Light Rail. This addresses common criticism and drawbacks of existing approaches which do not explicitly have controls for supply side constraints. This is achieved through development feasibility modelling, which estimates the costs and returns of development around light rail stations, compared to threshold rates of return, to determine whether developments would likely proceed in practice. It also estimates land value uplift in proximity to light rail stations, supported by regression modelling, to demonstrate the additional development which would be directly attributable to light rail. Lee is Etheus’ National Lead of Investment and Economics and a nationally recognised transport and land use economics expert. Brent is a Director of Investment and Economics specialising in land use and property economics, data analytics and visualisation.     The Australian Government has taken an important step in establishing the High Speed Rail Authority, paving the vision for a transformative High Speed Rail Network along the east coast of Australia stretching from Melbourne to Brisbane. The endeavour isn't just about transport and rail, it's about creating transformational change. The High Speed Rail Network promises substantial benefits to communities, individuals, and industries. It will boost employment, enhance connectivity, elevate liveability, promote sustainable settlement patterns, and deliver strong sustainability outcomes.   Navigating this monumental task requires careful planning and dedication. The High Speed Rail Authority shoulders the immense responsibility of advising, planning, and overseeing the development, construction, and operation of a groundbreaking 1,700km high-speed rail network along Australia’s eastern seaboard.   We're honoured to have been selected to contribute to this venture. Our role involves crafting a strategic plan and critical supporting strategies, outlining how the east coast High Speed Rail Network can be developed.
