Graham's Hierarchy of Disagreement. If someone's argument is on the three top sections of this hierarchy, then it is not a personal attack. If you mislabel someone's argument as a personal attack, it may fall under the 4th section.
Don't go throw your toys out of the pram if someone disagrees with you. Instead, try to discuss it with the user.

Personal attacks are attacks directed to a contributor. It is advised that people comment on content, not on the contributor. Personal attacks include "ur a fag" or "go to hell".

Sometimes, people talk in a manner that constitutes properly accusing people of improper behavior, or warning people, etc. that is often mislabeled as a personal attack. People often mislabel things as personal attacks in an attempt to get away with their disruptive behavior.

What is not a personal attack?

Always remember what is considered to be a personal attack before accussing someone of a personal attack. An argument will not be a personal attack if...

  • ...it is a warning concerning your behavior.
  • ...it is an accusement of sock puppetry with evidence (though doing so without evidence is a personal attack)
  • ...the user has reported you to noticeboards with evidence for your behavior
