Review Committee regarding amendments to the International Health Regulations (2005)

The IHR Review Committee regarding amendments to International Health Regulations (2005) (IHR) is convened pursuant to Articles 50.1.(a)2 and 47 of the IHR, as well as Decision WHA75(9).

This Review Committee will function in accordance with the WHO Regulations for Expert Advisory Panels and Committees, and will provide its report to the WHO Director-General no later than mid-January 2023.

The sole purpose of this Review Committee is to provide technical recommendations to the Director-General on amendments proposed by State Parties to the IHR, as decided by the Health Assembly in Decision WHA75(9).

The Review Committee began its work on 6 October 2022.

In accordance with Decision WHA75(9), the technical recommendations formulated by this Review Committee will inform the work of the Member States Working Group on Amendments to the International Health Regulations (2005) (WGIHR). In accordance with the same decision, the first meeting of the WGIHR was convened on 14-15 November 2022 and the WGIHR will present its proposed amendments to the IHR for consideration by the Seventy-seventh World Health Assembly in 2024.

Further to the first meeting of the WGIHR, proposals for amendments to the IHR submitted by the following 16 States Parties, including four States Parties who submitted those proposals also on behalf of other States Parties, were considered by the Review Committee – Armenia; Bangladesh; Brazil; Czech Republic on behalf of the Member States of the European Union; Eswatini on behalf the WHO African Region Member States; India; Indonesia; Japan; Malaysia; Namibia; New Zealand; Republic of Korea; Russian Federation on behalf of the Member States of the Eurasian Economic Union; Switzerland; United States of America; and Uruguay on behalf of MERCOSUR.
