Sir, Perhaps Major Robert Tormey, USAF, retd (letter, September 14), should be reminded that measures of last resort are usually put in place when all seems lost.

That is why President Bush, in his Republican convention speech and elsewhere, has proposed to expand liberty and the dominion of democracy to more countries, eg, in the Middle East, as a preventative measure against future wars.
