UNITARIES are the way of the future for local democracy, according to Nick Raynsford, the former local government minister, reports Public Servant (Jan 27). Speaking at a conference, he said: “The argument that we have to have separate networks of district councils just doesn’t wash. We should now bite the bullet and move to a unitary structure while also encouraging greater devolution to a neighbourhood level.”
